General Definition of Work
The Human Resource Manager will lead and direct the routine functions of the Human Resources (HR) department including directing, managing, and supervising staff in daily operations, overseeing the department budget, enforcing company policies and practices, and related work as apparent or assigned.
Work is performed under the general direction of the Director of Human Resources. Continuous supervision is exercised over assigned personnel.
Lake Havasu City seeks an experienced leader in human resources with the skills and understanding necessary to lead a fully functional staff in the areas of
recruitment and retention, compensation, benefits, employee relations, organizational development, personnel laws, and regulations.
They must work strategically, in partnership with diverse organization-wide stakeholders to build consensus and identify innovative ways to improve
the organization's overall health. The ideal candidate is creative, assertive, customer service oriented, and a clear and concise communicator.
Minimum Qualifications
Bachelor's degree in Human Resources, Business Administration, or related field, and 10 years of progressively responsible administrative and supervisory experience in human resources, or equivalent combination of education and experience.
Master's degree preferred.
Municipal Government experience preferred.
Special Requirements
SHRM-SCP or PSHRA-CP Certification at hire.
Certified HR Manager (CHRM) at hire.
Valid Driver's License of the appropriate class.
Essential Functions

Manages assigned departmental personnel; assigns, directs, trains, and inspects the work of staff; rewards, disciplines, coaches, counsels, and evaluates staff performance; transfers, promotes, demotes, suspends, and terminates; ensures deadlines for the department are met; develops and achieves high performance and strategic objects for the department; supervises daily operations.
Provides support and guidance to departmental personnel when advanced, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodation, investigating allegations of wrongdoing, and terminations.
Advises, consults with, and assists employees and City management in a wide range of Human Resources matters and employee relations issues including interpreting and applying human resources policies, procedures, and best practices, processing employee grievances; investigating complaints of discrimination, harassment, and other sensitive employee issues; negotiating and resolving complex employee issues and assisting the City in preparing for hearings and investigations.
Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.
Creates learning and development programs and initiatives that provide internal development opportunities for employees.
Maintains compliance with federal, state, and local employment laws and regulations, recommends best practices; and reviews policies and practices to maintain compliance.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
Performs other duties as assigned.
Operates and maintains motor vehicles or other work-related equipment requiring a valid Driver's License.
Job Specifications
Comprehensive knowledge of the theory, principles, practices and techniques of public personnel administration including: recruitment, selection, equal employment opportunity, employee relations, classification and job analysis, compensation, benefits design and administration, and employee and management development; comprehensive knowledge of principles and practices of labor management relations including negotiation and contract administration techniques; comprehensive knowledge of principles, practices and techniques of administering employee health, pension, worker's compensation, and unemployment; comprehensive knowledge of Federal, State and local laws, regulations and court decisions applicable to assigned areas of responsibility; comprehensive knowledge of research methods and analysis techniques; comprehensive knowledge of trends and developments in human resources; comprehensive knowledge of principles and practices of effective management and supervision; comprehensive knowledge of the principles and practices of budget administration.
Skill in the use of personal computers, associated software packages, Microsoft Suite, hardware, and peripheral equipment; skill in the organization and management practices as applied to the development, analysis, and workers compensation, health/wellness, emergency management, leave management, employee training programs, policies, and operational needs of City departments.
Ability to analyze and make sound recommendations on complex human resources issues; ability to understand, interpret, explain, and apply City policies, procedures, and regulations and Federal, State, and local laws relating to human resources administration; ability to present proposals and recommendations clearly and logically; ability to develop and implement appropriate procedures and controls; ability to prepare clear, concise and comprehensive correspondence, reports, studies, and other written materials; ability to exercise tact and diplomacy in dealing with sensitive, complex and confidential personnel issues; ability to plan, organize, direct, and evaluate the work of subordinate employees; ability to establish and maintain effective working relationships with associates, applicants, contractors, City officials, board, committee, and commission representatives, executive and departmental management, outsides agencies, vendors, and the general public.
Working Conditions
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires sitting and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and pushing or pulling; work requires the ability to adjust focus; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
