Summary
Performs a variety of complex administrative, technical, and professional work in analyzing and administering personnel, payroll deduction programs, benefits, labor relations, applicant tracking, advertising, onboarding, and other components of the personnel process.

- Prepare employee personnel records for approval by the Director of Human Resources, including but not limited to step increases, residency verifications, military leave, ADA Reasonable Accommodation requests, and worker’s compensation, etc.
- Provides front desk support to members of the general public seeking employment with the City, and other City employees seeking Personnel related information or documentation.
- Serve as contact for City departments regarding applicant tracking, job postings, benefit questions, onboarding, termination, discipline, promotion, and reclassification processing of city employees.
- Maintain Employee Master records and reports as needed through the Munis system, prepare various reports for City finance managers and Public Employee Committee regarding claims, finances, and health plan enrollment, coordinate employee wellness programs.
- Implement new employee process in Munis including job salary screens, personnel records, payroll deductions, health documentation, emergency contact and other employee master information.
- Assist employees and retirees with benefit related questions and resolutions; keep policy information updated and act as a liaison between employees and benefit companies,
- Process ADA requests, COVID Leave, Small Necessities Leave, FMLA and Military leave documentation and notifications.
- Assist with coordination of payroll deductions including benefits, FSA, 457 plans, OBRA, Medicaid, W-4, M-4 and other payroll deductions.
- Assist in the preparation of invoices for health and life insurance payments for surviving spouses, workers' compensation, and leaves of absences.
- Review, record, and notify appropriate parties of all Union Sick Leave Bank approvals; interpret and clarify rules and regulations of the AFSCME Collective Bargaining Agreement.
- Assist with open enrollments for all benefit plans such as health insurance, flexible spending enrollment, and RFP's; notify employees and labor union representatives of changes in benefits.
- Assists with COVID related tracking and policy compliance including reporting, tracking and disciplinary processing.
- Track and renew CORI certification bi-annually, coordinate online training program complying with State Ethics and Conflict of Interest law.
- Assist the public with issues related to personnel, answer questions and responds to inquiries from staff, employees, manages other government agencies; make referrals when necessary to the appropriate sources.
- Schedules, coordinates, and records offer letters, onboarding protocols, employee inquiries, information requests, employee orientation, benefits change,
- Provide new employee orientation and assists in coordinating training and staff development activities; interpret and explain personnel policies and procedures to managers and supervisors.
- Maintain and update job descriptions, provide assistance to departments on reclassification inquires or requests.
- Renew, distribute, track, and record all City policies and programs to comply with City Code, State, and Federal laws.
- Assist with the certification of grandfathered civil service processes and seniority lists.
- Prepare documentation and all related information for disciplinary, arbitration, grievance, and Civil Service Commission hearings; oversee the posting of sick leave and comp time balances, and vacation schedules.
