JOB TITLE: HR Business Partner II
LOCATION: New York, NY
Partner with Bank management to translate the Bank's strategic business plan into human resources terms and issues, particularly in the areas of recruiting, leadership and talent management.
Partner with management to communicate and help develop programs to attract, motivate, develop and retain productive employees.
Help identify trends that may affect the Bank's human resources in the long term to ensure that management is prepared to proactively and strategically manage change in order to maintain competitive advantage for the future.
Essential Duties
Bachelors' degree preferred. Graduate degree and/or continuing education in Human Resources disciplines preferred.
Skills
- Excellent communication skills (verbal and written), ability to negotiate effectively, conflict resolution, able to lead or contribute to internal and cross-department projects and effective meeting facilitation skills.
- Working knowledge of one or more HRIS systems including an applicant tracking system. Candidate sourcing utilizing online resources required.
Experience
5+ yrs Recruitment experience with specific expertise in talent acquisition and management within an organization. Demonstrated knowledge of recruitment required.
LOCATION: New York, NY
- 5 + years recruitment experience in financial services. Broad based experience with Tech, Ops, Risk, Finance, Markets.
- Workday experience
- HRBP roles at the bank carry both recruiting and traditional HRBP responsibilities, so candidates need experience with ER, Talent, Performance management, D&I. Full lifecycle.
- Hybrid 3 days in office. All new hires must come in for 4 days for the first 45 days of employment.
- $100k - $115k (MAX), 7% bonus target.

Essential Duties
- Responsible for the full cycle recruitment process for positions at all levels of employment.
- Manage automated recruiting solution.
- Manage all background screening processes.
- Partner with the D&I Business Outreach Partner to effectively attract a diverse pool of candidates.
- Utilize cost effective employment strategies that ensure the
- availability of required talent to meet current and future FHLBNY needs.
- Review employee goals, mid-year and year-end performance evaluations and provide feedback as necessary.
- Responsible for the development, implementation, and interpretation of policies and procedures relating to employment, and career development.
- Assist senior management in determining that the Bank's employee skill sets are in alignment with its business plans and strategic initiatives.
- Help execute the Diversity & Inclusion Employment Program and Bank's commitment to Diversity & Inclusion.
- Provide advice and guidance on employee relations, training, retention, career pathing, diversity awareness, employee development and equal employment opportunity.
- Contribute to the Strategic Human Resources programs and initiatives.
- Assist in ensuring that the Bank's employment practices and procedures comply with government regulations and Bank policy and objectives.
- Assist with ensuring the Bank's compliance with the Fair Labor Standards Act, as well as, applicable state and local laws and regulations.
- Act as a backup to the Diversity & Inclusion Outreach Business Partner.
- Perform other duties as assigned.
