BALANCE is currently looking for a Housing Manager to work remotely from home.
This position would serve as a point of contact for our CAL HFA subgrantee network and grant. Responsible for the day-to-day functions of reporting, quality assurance and management of subgrantees based on goals and objectives outlined by the SVP of Operations. The position will also manage 3-5 HUD certified Housing Counselors. It is a remote position that may require routine travel for meetings with funders and subgrantees, most functions would be performed remotely
ESSENTIAL DUTIES AND RESPONSIBILITIES
To perform this job successfully, an individual must be able to perform each of the essential duties listed below.
- Oversee and manage grant programs to include training, monitoring, compliance and data reporting.
- Complete reporting and monitor program performance to help meet or exceed grant requirements.
- Develop and maintain workflows, protocols and operating procedures.
- Provide training to Subgrantee Network employees as the funder expands as it relates to grant and reporting requirements.
- Compile and prepare statistical reports, document layout for special reports and projects and organize and maintain e-filing systems for the housing grants.
- Responsible for routine quality improvement of counselors and Network, as applicable. Will report results to SVP of Operations and provide technical assistance to the Network as needed.
- Facilitates preparation for audits including meetings, data and information collection and ensuring full preparedness for audits.
- Collaborate with their Housing Management team to innovate ideas and technical assistance planning
- Work with SVP of Operations to coordinate efforts with all departments to assure compliance with requirements of regulatory entities and stakeholders.
- Work with the Reporting Department to ensure all required data is being collected and counseling activities are tracked and submitted to the grant for reimbursement.
- Remain familiar and current with HUD requirements and counseling program regulations. Communicate changes in requirements or regulations to BALANCE and network to ensure compliance.
MINIMUM QUALIFICATIONS:
- Seven or more years' experience working for a HUD approved housing counseling agency, specifically managing counseling program or combined experience in housing counseling and mortgage industry. Experience with compliance and quality improvement recommended. Financial
- Bachelor's degree (B.A.) from four-year College or University in Business Management, social or a closely related field
- Familiar with tools such as Microsoft Word, Outlook and Excel and the use of technology
- Must have strong management skills and be able to self-manage
- Must successfully pass a criminal background check

While performing the duties of this Job, the employee is regularly required to sit and talk or hear, communicate confidently over the telephone and in person, keyboard and mouse, and view and read computer monitor. This position may require travel (post-COVID).
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. This is a remote position; the employee must have a private room/space where they can function without additional noise as well as high speed internet.
