About the Job
The Health Policy Analyst partners with the Senior Manager, Health Policy, Medicaid and Marketplace to provide the expert input, strategic management of a portfolio of health policy regulations, including Medicaid payment and coverage policies related to obstetric and gynecologic care. Utilize the outcomes of health policy team members from federal policies to develop advocacy campaigns for state issues that impact our members and initiate outreach to ACOG members to garner engagement in advocacy opportunities. Collaborates with the Senior Manager to manage multiple policy portfolios which may include physician payment, quality payment programs, alternative payment models and value-based payment, pharmaceuticals and devices, workforce issues, and research and grant funding related to public health. Maintain a current understanding of regulatory practice requirements in a rapidly changing field of obstetrics and gynecology, and act as a liaison among internal ACOG teams to ensure that work is being successfully communicated to members. Represents ACOG in meetings with external stakeholders when needed.

• Provide regulatory and health policy expertise for the analysis and advocacy of state and federal regulatory initiatives related to Medicaid payment, coverage and eligibility.
• Identify and evaluate federal and state health regulations and perform research, writing and analysis utilizing peer-reviewed literature, quantitative and qualitative data, to support advocacy for change.
• Monitor multiple health policy portfolios of analysis and advocacy activities independently, including outreach and engagement with Medicaid and Medicaid Managed Care Organizations, other related federal and state government agencies.
• Suggest policy and advocacy strategy recommendations to supervisor, including the support of implementing such efforts to support ACOG’s policy agenda.
• Draft letters to external policymakers and serve as the expert for assigned portfolios, providing recommendations and updates to ACOG personnel and committees.
• Foster positive relationships and lobby federal and state government officials and staff to actively engage and advocate with them.
• Monitor key environmental and political trends to support the activities of the Federal and State Affairs teams by providing policy analysis, recommendations, and attending meetings with representatives as the policy expert.
• Coordinate the submission, implementation, and dissemination of educational resources and coordinate the educational offerings with members of the team, including determination of the appropriate platform/media, submission of appropriate continuing education applications, budget management, and marketing of the products.
• Assist with the development, editing and marketing of advocacy promotion plans, including social media content and other electronic media resources, presentations, email blasts, newsletters, fact sheets, posters, tool kits, and other materials, in collaboration with leadership and appropriate ACOG teams. Share promotional materials and activities with outside organizations as applicable.
• Attend external and internal meetings and provide recommendations via presentations and written materials.
• Assist with questions for internal and external partners, including members, on relevant legislative and regulatory issues.
• Perform other duties as assigned.
Required Skills/Abilities:
• Foundational knowledge of ob-gyn health topics and terminology preferred.
• Experience with research platforms and member engagement platforms preferred.
• Ability to maintain confidentiality of information.
• Excellent verbal and written communications skills.
• Excellent interpersonal and customer service skills.
• Excellent organizational skills and attention to detail, including ability to project manage.
• Self-motivated, with the ability to exercise independent judgment, prioritize and implement multiple projects, and collaborate effectively with internal and external partners.
• Ability to occasionally work evenings and weekends, a travel, sometimes overnight.
Education and Experience:
• Bachelor’s degree in health policy, political science, or other related fields required. Master’s degree preferred.
• 4 years of experience working in public health, health policy research, and/or federal or state regulatory analysis required.
• Experience in policy analysis, legal and/or governmental policy documents, technical writing for legislation and regulations required. Expertise in Medicaid payment and coverage highly preferred.
Policy Portfolio:
• Medicaid, including the Centers for Medicare and Medicaid Services (CMS), the Center for Medicaid and CHIP Services (CMCS), the Center for Medicare and Medicaid Innovation (CMMI), and state and territory Medicaid fee-for-service programs and Medicaid Managed Care programs.
• Medicaid waivers (e.g., 1115) submitted by state Medicaid programs and approved by CMCS.
• Alternative payment models developed by CMMI and/or state Medicaid programs.
• Coverage of obstetric and gynecologic services by all Medicaid programs.
• Eligibility and enrollment policies for Medicaid beneficiaries.

Compensation
The base salary for this position is $65,000 - $75,000 per year, commensurate with experience and qualifications. In addition, ACOG offers a comprehensive benefits package that includes the perks outlined below.
