HEALTH FACILITY CONSTRUCTION ENGINEER/PLANNER
The optimal candidate will have the following key assets:
• Degree in Mechanical Engineering preferred (at least 8 years of Engineering experience)
• Experience in RFP Development
• Skilled in Technical Analysis
• Understanding and trouble-shooting knowledge of Mechanical, Electrical and Plumbing Systems
• Verification of Engineering Calculations
• Design Development of Mechanical, Electrical and Plumbing
• Familiar with UFC, NFPA, UFGS compliance
• Engineering Project Manager experience
• Knowledge of Infection Control requirements within medical facilities
• Experience conducting Design Constructability reviews
• CHFM preferred; not required
Construction Engineer/Planner with Healthcare Facility experience to provide Long Range Planning and Construction Management Support at Navy Medical Center San Diego (NMCSD). This position involves development of planning documents (such as DD 1391), statements of work, project plans, economic analysis, and cost estimates for the Government’s review and approval for a variety of major construction projects. Development and submission of planning documentation includes maintenance, repair, alteration, construction, and demolition projects in alignment with NMCSD’s annual Maintenance Action Plan (MAP) and Long-Range Maintenance Plan (LRMP).
This position also requires consultation with NMCSD Facilities Department leadership, Engineers, Facility Managers, NMCSD End-Users, and other staff on Construction, Repair, and Maintenance of facilities.
Construction Engineer/Planner will manage construction projects, ensuring that they are scheduled and built in accordance with plans and specifications. Review Requests for Proposals (RFP) & project plans/specifications and associated submittals and attend Government requested meetings. Monitoring, inspecting, documenting, and reporting to the Government the status of ongoing projects to assure compliance with contract requirements; development of plans, instructions, procedures, construction phase support (construction phase commissioning and post construction phased commissioning), interim life safety measures, and specifications for contractor and public work force executing construction, repair, alteration, and maintenance projects. Performing site visits to review project requirements and to inspect the actual work after contract award. Also participates in pre-final and final inspections to verify the completeness of work.
The selected shall assist in developing and providing consultation of Joint Commission compliance objectives, actions, gathering information and metrics to keep NMCSD Environment of Care and Life Safety Joint Commission standards in a continuous state of compliance.
