The Transportation Department of the North Central Texas Council of Governments is seeking Grants and Contracts Specialists to support the implementation of transportation, air quality, and energy projects through activities supporting financial and compliance requirements. Responsibilities may include, but are not limited to, the following:
- Monitoring and documenting project progress and financial status through recurring financial reviews, system updates, and coordination with internal and external project partners
- Reviewing and updating budgets for grants, contracts, and agreements
- Assisting with the development and maintenance of the Transportation Department budget and the Unified Planning Work Program
- Assisting with the maintenance of records, including data entry, and electronic storage of agreements, invoices, reports, correspondence, analysis, and approvals
- Receiving, reviewing, and coordinating approval of invoices for payment to consultants, sub-recipients, vendors, and other partners, including verification of cost eligibility to ensure compliance with program rules and funding guidelines
- Coordinating submittal of authorization requests, project deliverables, and financial records to funding partners
- Participating in meetings to discuss project needs, processes, problems, options, outstanding actions, and next steps
- Working with supervisor to develop grants and contracts processes, procedures, and resources to support project implementation in line with existing department and agency procedures and compliance with local, State, and federal laws and guidelines
- Assisting with the implementation of compliance requirements and internal controls to align with funding agency requirements
- Establishing and maintaining effective relationships with internal and external customers through multiple methods of communication and coordination
- Preparing and facilitating reports, analyses, documentation of decisions, and project closeout actions
Required Skills
- Good communication, both written and verbal, and interpersonal skills, with the ability to listen to and follow instructions, coordinate with team members, and present ideas
- Highly organized, with an ability to manage multiple assignments/tasks, manage own time, and work well in a deadline-driven environment without diminishing quality of work
- Ability to work well independently and in a team environment
- Good customer service with ability to balance standardized processes with flexibility needs for unique situations
- Advanced mathematical skills including ability to explain calculations and translate numerical results into real-world situations
- Good critical-thinking and problem-solving skills
- Good computer skills, with intermediate knowledge of Microsoft Applications, especially Microsoft Word and Microsoft Excel
Required Education and Experience
- Work requires broad knowledge in a general professional or technical field, which is normally acquired through four years of college resulting in a Bachelor’s degree
- At least one year of job-related experience
Starting Salary Range
$50,477.00 – $60,572.40 annually

The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise. NCTCOG also serves as a designated recipient for Federal Transit Administration funds.
