About the Job
Evaluating Grant Specialists for pre and post administration of Federal clients’ assistance programs. Tasks under work assignments may be short or long term duration to include but not limited to client’s assistance planning, financial system maintenance, grants award database reconciliations and administrative financial reviews of grantee operations to ensure compliance with Federal agreements and applicable regulations. Qualified candidates must be U.S. citizens and have General management consulting skills and ability to interact with client.
Responsibilities:
Pre Award Servicing:
- Manage federal assistance awards
- Accurately prepare Notices of Award packages in accordance with the intent of the project
- Independently perform thorough cost-analysis of grant budgets to ensure compliance with applicable laws, policies, and regulations
- Recommend revisions regarding program descriptions, budgets, classification of terms, reporting requirements, and any special conditions, and ensures that required performance indicators are developed and included in the initial solicitation.
- Respond to offeror questions during the proposal or application submission phase; and, determines the need for, and prepares, clarifying amendments, as required, for solicitation documents.
- Request audit reports or pre-award surveys from the Office of the Inspector General, performs pre-award survey assessments of grant applications and recommends to the Agreement Officer the responsibility determinations.
- Analyze cost proposals and technical scores from technical evaluation committees; and, based on the analysis, recommends the establishment of the competitive range and presents documentation for signature for the Agreement Officer.
- Collaborate with Grants Officers to review project budgets, prepare award documents, and maintain award files
- Assist grantees and staff in the use of on-line project management and reporting databases
Post Award Servicing:
- Maintain award files and records, prepares reports, as required per Agency policy. Administers award instruments in accordance with government regulations and Agency policies.
- Assist the Contracting/Agreement Officer in conducting post-award orientations to clarify issues on award requirements such as billing procedures, delivery schedules, terms and conditions, reporting requirements
- Negotiate extensions, price adjustments and modifications to awards. Prepares determinations and findings relative to negotiated actions and coordinates contractor’s requests for deviations.
- Monitor grantees’ continuing operations to ensure compliance with the provisions of awards.
- Provide support for monitoring and evaluation of agency-funded projects, including financial monitoring site visits of grantee organizations.
- Use knowledge of grants management policies and procedures to provide assistance, consultation, and training to grantees.
- Analyze questioned costs to determine their allowability. Follow-up on audit recommendations, including researching the finding and recommending corrective action for audit closure.
- Review completed official award file to determine contractual actions are satisfied and file documents are administratively closed.
Education/Experience:
- Bachelor’s degree required – Accounting preferred. Master’s degree in Business, Public Administration or other relevant fields preferred
- A minimum of 3-5 years of professional Federal experience required.
- Proven experience in negotiation and administration of grants, cooperative agreements and interagency agreements including preparing funding opportunities.
- Ability to work calmly, tactfully, and effectively under pressure is essential, as well as the ability to maintain strict CONFIDENTIALITY AND HIGH ETHICAL STANDARDS throughout all phases of acquisition and assistance procurement.
- Flexible team-player with a client-focused orientation, strong attention to detail, and the ability to exercise sound judgment in a politically sensitive environment
- Strong communication, writing and editing skills
- Strong computer skills; proficiency in databases
- Ability to travel
