Position:
The Idaho Department of Environmental Quality (DEQ) is hiring a Grant and Loan Analyst- Analyst 3 for the Drinking Water Protection and Finance Division for the State Office located in Boise.
Salary Range: $29.75-$33.71
Responsibilities:
· National Environmental Policy Act (NEPA) and State Environmental Review Process (SERP) Representative:
- Review or prepare environmental information documents for adherence to the SERP and NEPA.
- Serve as a scoping and determination resource for regional office engineers.
- Reviews environmental considerations including, but not limited to, water quality, air quality, threatened and endangered species, public involvement, environmental justices, mitigation measures, and state rule and federal regulatory compliance.
- Hold responsibility for environmental determinations.
- Coordinate with DEQ's Attorney General staff when necessary.
- Act as the primary SERP contact for assigned projects.
- Stay up to date on NEPA updates and how they will change the SERP process.
- Coordinate projects to ensure that all stakeholders fulfill their SERP related functions punctually and document their coordinating efforts.
- Maintain related files and databases, monitor the loan and grant handbooks, present before stakeholder groups, engage in rule making when necessary, and monitor related web postings.
- Provide SERP training to internal staff and in on-going communication with cities, consulting engineers, and other interested parties.
· Grant and Loan Bureau Representation and Outreach:
- Act as a program liaison and conduct project programming and outreach for the Grants and Loans Program.
- Coordinator outreach events and trainings on state revolving funds (SRFs) to promote the SRF Program.
- Assist systems in obtaining funding through the DEQ Grants and Loans Program.
- Work with systems one on one during regional monthly meetings.
- Serve as a liaison with contractors, government agencies, legislators, civic groups, and drinking water and wastewater systems to educate customers of the Grants and Loans Program.
- Prepare exhibits, webinars, studies; create material for public hearings; make oral presentations; update website and social media materials; and help prospective recipients prepare for public meetings.
- Promote and solicit letters of interest (LOIs) process and funding information. Ensure internal and external customers are communicated with during the LOI period.
· Oversee the Lead Testing in Schools Grant.
- Work with fiscal staff and the US Environmental Protection Agency as necessary on executing this grant.
- Update and maintain a work plan.
- Issue contracts for lead testing and remediation work.
- Make recommendation to the Bureau Chief, attend pre-application meetings with regional staff, ensure reimbursements are made in a timely manner, and answer questions from internal and external stakeholders on grants.
- Track and provide reports on grants as necessary.
- Administer consistently the grant program and resolve issues and discrepancies quickly.
· Drinking Water Infrastructure Needs Survey and Clean Water Infrastructure Needs Survey (CWINS) Coordination:
- Maintain contact with EPA on updates and requirements necessary for the needs surveys and update Grants and Loans Program staff.
- Participate in the kickoff CWINS State Coordinator meeting, monthly webinars, and conference calls.
- Address and organize how survey information is collected.
- Enter all the data gathered into the national database and provide quality control for the data entry.
· Grant Management:
- Review grant requirements and the associated guidance.
- Coordinate with stakeholders.
- Develop forms, guidance, and related materials.
- Oversee reporting and record keeping requirements for assigned grants.
Minimum Qualifications:
Possession of a bachelor's degree in the physical or biological sciences, political science, business or public administration, engineering, or related natural resources management field OR any combination of education and/or experience equivalent to a typical four (4) year bachelor's degree. For example: Successful completion of sixty (60) semester hours of study, including twenty four (24) semester hours in a subject required for the specific discipline, is equivalent to two (2) years of undergraduate education; and/or experience performing routine duties in completing multiple tasks such as policy research, data collection, interpretation, analysis and preparation of reports and written documents for at least two (2) years can substitute for one (1) year of college.
AND
At least four (4) years' experience managing and implementing, projects or component(s) of programs that are environmental, regulatory, or administrative in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
OR
Possession of a master's degree in any of the above fields AND at least two (2) years' professional experience managing and implementing, or overseeing projects or component(s) of programs that are environmental in nature, where you were required to routinely perform program or project planning; provide technical assistance to staff, special interest groups and the public; and provide policy and/or regulatory interpretation and/or development.
Required Specialty Minimum Qualification
DEQ 5647 - DEQ - Environmental Rules and Regulations
Knowledge of environmental rules and regulations gained through successful completion of at least one (1) college level course covering topics related to interpretation and application of federal and/or state environmental rules; OR at least six (6) months experience involving interpretation and application of federal and/or state environmental rules.
Desired Specialty Minimum Qualification
DEQ 3132 Clean Water Act
Work experience interpreting, enforcing or ensuring compliance with the requirements of the Clean Water Act and state environmental rules. Typically met by two (2) years of full-time work experience interpreting, enforcing or ensuring compliance with the requirements of the Clean Water Act and state environmental rules.
Physical Requirements:
• Ability to sit and work on a computer for 2-4 hours at a time.
• Ability to bend and reach for filing purposes.
• Some periods of heavy reading and typing are required.
• Ability to lift 30 pounds when working with file boxes.
• Valid driver’s license
• Some travel may be required.
• Ability to climb ladders, staircases, work on uneven terrain.
• Ability to work in extreme hot or cold temperatures both outside and inside.
• Occasional travel required.
• May be required to travel and stay overnight in remote areas
