About the Job
We are seeking a skilled and experienced Government Proposal Manager to lead and oversee the development of competitive and compliant proposals in response to government solicitations. The ideal candidate will possess a deep understanding of the federal procurement process, exceptional project management skills, and the ability to collaborate effectively with cross-functional teams to produce high-quality proposals.
Responsibilities:
Lead end-to-end proposal development process, from pre-RFP strategy discussions to final submission.
Analyze government solicitations (RFPs, RFIs, RFQs) to identify requirements, evaluation criteria, and proposal deliverables.
Develop proposal outlines, compliance matrices, and schedules in alignment with proposal requirements.
Coordinate proposal kick-off meetings and provide clear instructions to proposal team members.
Collaborate with technical, management, and subject matter experts to gather information for proposal content.
Work closely with business development and capture teams to develop win strategies and themes.
Analyze competitor information and customer needs to tailor proposal content for maximum impact.
Develop proposal strategies that address customer pain points and highlight the organization's differentiators.
Ensure proposal compliance with all solicitation requirements, including formatting, content, and submission guidelines.
Perform quality control checks to identify and correct errors, inconsistencies, and inaccuracies in proposal content.
Maintain a proposal repository with up-to-date and reusable content, templates, and past performance information.
Continuously improve proposal development processes based on lessons learned and industry best practices.
Ensure that proposal content adheres to the solicitation's evaluation criteria.
Coordinate proposal reviews, ensuring that all feedback is incorporated and the proposal meets quality standards.
Qualifications:
• 5-8 years of relevant work experience in proposal development, preferably managing solicitation responses for U.S. Government clients, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
• Proficient in full Microsoft Office suite of products, including Word, Excel, PowerPoint, Project, SharePoint, and Teams.
• Experience with proposal management software, CRM systems, and collaborative tools to streamline proposal development processes.
• Experience in proposal debriefs and post-submission analysis to continuously improve proposal processes and outcomes.
• Proven ability to lead proposal efforts for complex and technical solutions, translating technical language into clear and persuasive proposal content.
• Attention to detail, ability to work under pressure, and meet tight deadlines.
• Strong analytical skills to interpret solicitation requirements and develop winning strategies.
• Understanding of, and experience with, the Federal procurement process and regulations (e.g., FAR)
• Ability to collaborate effectively with cross-functional teams and build consensus.
• Strong organizational and problem-solving skills.

Compensation:
- Full-Time Direct Hire
- Compensation: $100,000-$120,000
