SUMMARY
Our client is seeking a talented Government Procurement Manager to establish and oversee a structured capital projects procurement process. In this role, you will introduce professional procurement practices, analyze purchasing data, and manage major government capital project procurement activities. Utilize your expertise in federal government procurement requirements to deliver cost-effective solutions, lead negotiations for project contracts, finalize agreements, and oversee supplier implementation processes. Key responsibilities include identifying and monitoring KPIs, managing tender processes and documentation, and serving as the primary commercial contact for the project. Experience with federally funded government capital projects is essential, including compliance with government regulations and requirements.
LOCATION: Beachwood, OH
SCHEDULE: Full-time, Hybrid (Mondays & Fridays Remote, Tuesday-Thursday Onsite)
ESSENTIAL RESPONSIBILITIES:
- Establish and manage a professional procurement process for capital projects.
- Analyze and process purchasing data to ensure cost-effective solutions.
- Lead negotiations for major project contracts and finalize agreements.
- Oversee supplier implementation and ensure compliance with project requirements.
- Identify, monitor, and report on key performance indicators (KPIs).
- Manage the tender process, including documentation preparation and submission.
- Act as the primary point of contact for the commercial areas of the project.
- Ensure compliance with federal procurement requirements, particularly for federally funded capital projects.
- Centralize work functions and manage a team, eventually training a non-managerial candidate into a managerial role.
REQUIRED SKILLS/EXPERIENCE:
- Bachelor’s degree in a business-related field, or equivalent work experience.
- Minimum of 5 years of strategic purchasing experience.
- Experience working on state or federal government procurement.
- Working knowledge and experience in federally funded capital projects.
- Familiarity with government purchasing processes (e.g., buying and procuring goods or services for the government).
- Experience with OEM purchasing contracts and contract management.
- Knowledge of the procurement lifecycle, negotiations, and contract management of construction services contracts.
- Ability to train and manage a team, including transitioning a non-managerial candidate into a manager.
- Experience working in a multi-disciplined team delivering results.
- Ability to solve problems while exhibiting practical judgment and a realistic understanding of issues.
- Excellent interpersonal, organizational, and written and verbal communication skills.
- Ability to read and interpret data and documents such as reports and correspondence.
- Proficiency with Microsoft Word, Excel, and PowerPoint preferred.
- Ability to travel at least 25% of the time.
