**Overview**
The Cayuse Government Contract Pricing Specialist is a Pricing and Estimating professional who assess data from a variety of sources to gain insights into competitive pricing strategies and market trends primarily for Federal, Civilian and Defense clients. The Pricing Specialist applies in-depth knowledge of government contracting, federal regulations, and industry standards and applies this knowledge to proposal pricing and development in response to RFPs, RFQs, and task orders. Must have an in-depth understanding of government contracting as it relates to pricing including but not limited to SCA Wage Determinations, Pricing buildups (G&A, Fringe, OH, Wrap Rates, M&H), Excise Taxes, Cost Plus, Fixed Price, Time, and Materials, etc. All duties and responsibilities performed in accordance with the Mission, Vision, and Core Values of Cayuse.
**Responsibilities**
+ The pricing specialist will prepare complex cost proposals IAW Request for Proposal (RFP), work breakdown structures (WBS), and basis of estimates (BOE).
+ Analyze and develop estimates of labor, material, equipment, and other direct costs against actual expenses, historical data, or price-to-win data.
+ Develop and improve standardized and easy-to-use pricing models to support Cayuse's service lines and product offerings. Models will support editable formulas such that changes can be made quickly to facilitate rapidly evolving discussions and decisions.
+ Perform price analysis on similar services, labor and products sold to Federal and DoD clients to develop winning pricing strategies.
+ Perform salary surveys using industry standard data and tools.
+ Implement a Price-To-Win and price analysis process and tools such that the information can be used to support pricing decisions that improve proposal win probabilities, while maximizing revenue and margin.
+ Create and lead pricing analysis presentations for capture and proposal meetings.
+ Communicate effectively with proposal teams, project managers and management team.
+ Work with capture, business development and program teams to define pricing structure.
+ Create reports, metrics, project status, lessons learned and keep an archive for future reporting and analysis.
+ Draft strategic pricing plans and processes to improve capture and proposal efforts.
+ Provide proposal support by authoring pricing sections and enforce pricing and proposal processes and procedures.
+ Collaborating and coordinating with Proposal Managers, Technical SME's, Solution Architects, Sales, Business Development, Executives and Operations teams to interpret client requirements, and craft pricing solutions that satisfy those requirements.
+ Record information in SalesForce, CostPoint, SharePoint and other IT systems
+ Record, file, archive and organize proposal pricing data and files for future use.
+ Capture lessons learned to lead continuous improvement in our processes.
+ Other duties as assigned.
**Qualifications**
Minimum Qualifications:
+ Bachelor's degree in Business Administration, Finance, Economics, or related field
+ Price to Win experience.
+ At least 5 years' experience in a Federal Government contracting environment functioning as a pricing analyst, business analyst, business development, contracting, project control, or finance/accounting role.
+ 5+ years' experience as a pricing analyst and supplemental agency regulations; or equivalent combination of education and experience.
+ Preferred experience in an SBA Tribal 8(a) businesses, HUBZones, and other social-economic contract preference environments, including benefits to clients of the program and its participants.
+ Working knowledge of federal contracting pricing structure and approach
+ Knowledge of industry pricing methods, tools and techniques used for business analysis.
+ Demonstrated understanding of FAR Part 15, Federal cost principles and techniques.
+ Knowledgeable of the Federal Acquisition Regulations (FAR) and Agency FAR Supplements.
+ Familiar with Government-wide Acquisition Contracts (GWAC), Schedules, and pricing methodology
+ Knowledge of contract types including but not limited to Time and Materials, Cost-plus, and Firm-Fixed-Price.
+ Working knowledge of Shipley "color team" processes for business development and proposal management preferred
+ Proposal and solicitation analysis experience
+ Experience with Federal Government pricing models and requirements (Labor and ODC treatments, allowable/unallowable costs, FAR requirements etc.)
+ Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
**Minimum Skills:**
+ Must be proficient in Microsoft Office Suite, PowerPoint, SharePoint, Adobe, etc., with expert knowledge in MS Excel
+ Effective reporting and presentations skills are a must.
+ Good organization skills to manage deadlines, workflow, calendars, host and run meetings.
+ Excellent interpersonal and communication skills
+ Good negotiation and problem solving skills.
+ Self-starter, highly motivated and is at ease with handling or managing multiple tasks at any one time
+ Excellent business acumen and industry acumen
+ Ability to work independently in a high-volume contracting environment.
+ Ability to analyze a problem and recommend solutions, problem solving skills.
+ Ability to communicate both orally and in writing.
+ Experience and knowledge of IT systems for project management, enterprise reporting, report writing, business analysis like CostPoint, Salesforce, SharePoint, Office 365, etc.

+ Ability to use a computer and other office productivity tools with sufficient speed to meet the demands of this position.
