Job Overview & Responsibilities
The GTC Operations Specialist provides support to all aspects of the
enterprise to ensure compliance with USG export/import laws and
regulations, including owning and maintaining ULA's Export Compliance Manual.
The Operations Specialist must possess the skills to understand and apply U.S.
law to analyze and execute ULA's compliance program, and to provide
accurate and consistent guidance to the enterprise.
This position touches all aspects of ULA business from public release
determinations to management of ULA export authorities.
The Operations Specialist must have a thorough understanding of ULA's
business, and the technical skill and experience to comprehend and assess
complex technical documents, papers, presentations, and proposed export
scenarios to provide accurate compliance guidance to the enterprise.
The responsibilities of the Operations Specialist also include controlling
foreign access to ULA facilities and providing guidance and support for
commercial sales activities and marketing events.
The Operations Specialist must provide effective training to the enterprise on
regulatory compliance requirements related to ULA export authorities and must
possess the skill to translate these complex concepts into understandable
tasks and limitations.
The Operations Specialist must have the experience and skill to enforce
compliance requirements despite push back and challenges from program
personnel, provide clear and concise guidance to ensure compliance, and to
make jurisdictional determinations and licensing determinations.
Required Education
Bachelor
Required Years of Experience
Minimum of 8 years of related work experience
Basic Qualifications
Bachelor's degree from an accredited college or university
Extensive knowledge of and experience with US trade control laws and
regulations including ITAR, EAR, and OFAC
Critical thinking skills required to interpret, analyze and apply US export
laws and regulations to launch vehicle applications as well as other ULA
business scenarios
Ability to understand and apply US law to determine, analyze and execute
complicated compliance scenarios and provide accurate/consistent guidance to
ensure compliance and mitigate program execution risk associated with foreign
business interactions.
Proficiency in jurisdictional export classifications
Ability to problem/issue spot, and mitigate risk by proactively
communicating regulatory requirements to prevent inadvertent compliance
escapes, which could result in disclosures to the USG
Problem resolution skills to effectively communicate compliance requirements
and constraints to the enterprise, generate/evaluate options, and
determine optimal path forward to meet business needs and reduce risk
Technical understanding of launch vehicles and supporting har ware and ability
to apply regulatory expertise to complex technical issues
Thorough understanding of ITAR recordkeeping requirements and ability maintain
records in accordance with USG laws and regulations
Preferred Qualifications
Excellent oral and written communication skills required to train program
personnel, and the ability to translate complex regulatory requirements into
understandable concepts to ensure compliance
Degree inbusiness management and/or international business, law, or
engineering
Summary Salary Range (forULA - Denveronly): $117,411.00 - $183,493.00

only. Salaries are based upon a candidate's experience and qualifications,
as well as internal equity, market and business considerations. Employees
may be eligible for a discretionary annual bonus in addition to base pay.
