About the Job
The Riverside County Flood Control Water Conservation District has multiple opportunities for a GIS Analyst in Riverside.
Under general supervision, selected candidates will perform a variety of professional office and field duties involved in the development, implementation, operation, performance, and maintenance of Geographic Information System (GIS) system analysis. This includes the design, creation, storage, and analysis of data which is referenced spatially and responds to requests and provides GIS products to departments, outside agencies, and the public; and performing other related duties as required. The incumbent GIS Analysts will also provide GIS support and expertise to the various divisions at Flood Control, lead projects to automate GIS processes, and create workflows for updating and GIS data.
The GIS Analyst is the journey level classification in the GIS Analyst series and reports to a GIS Supervisor Analyst. This class is characterized by diverse, complex, and custom assignments performed with significant independence and incumbents are expected to provide high-level professional GIS products and services. The GIS Analyst class differs from the GIS Senior Analyst in that the latter class performs the most complex professional GIS tasks and assignments and may act in a lead capacity. Advancement to the next level is obtained by competitive selection through an open recruitment.
The Department highly desires candidates who possess knowledge of digital orthophotography principles and practices, knowledge and experience in civil engineering design concepts, methods, and terminology applicable to the display of spatial relationships, and, finally, knowledge and experience with ArcGIS Server, ArcGIS Enterprise including SDE database connections.
Other competitive experience/knowledge includes:

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
• Perform data modeling and integration with spatial layers.
• Perform quality control processes on GIS and attribute information.
• Consult with end users, clients, and customers to determine GIS and system information needs.
• Work with customers at all organizational levels in project development; develop project work plans/schedules and monitor project resources including staff time, vendor work, and budget targets.
• Prepare technical documentation including data specifications, user requirements, and procedures.
• Provide public information and assistance to a variety of internal and external customers of GIS products and services.
• Maintain, update, and develop information attributes and spatial layers.
• Geographic information system concepts, principles, development tools and analytical techniques, including computerized mapping and attribute-data conversion, manipulation, and analysis.
• Principles, practices, and methods of an enterprise GIS environment including cartographic, demographic, and statistical methods and standards.
• Proficient with ESRI software including ArcGIS Desktop (ArcMap, ArcCatalog) and ArcGIS Pro.
• Proficient with geoprocessing.
• Proficient with manipulating, extracting, converting, and analyzing geographic data.
• Familiarity with digital aerial photography, orthophotography and satellite imagery used in GIS applications.
• Experience in the use of Windows operating systems and Microsoft Office products
Knowledge and experience in using Python Script in GIS tools.
MINIMUM QUALIFICATIONS
Qualifying Option I :
Education: None required.
Experience: Four years of sub-professional or professional GIS experience. (Completion of GIS, automated mapping, land surveying, geography, cartography, or computer science related coursework from an accredited college or university may substitute for up to two years of the required experience on the basis of 30 semester or 45 quarter units equaling one year of experience.)
Qualifying Option II:
Education: Graduation from an accredited college or university with a Bachelor's degree, preferably with a major in computer science, geography, cartography, or a closely related field to the assignment.
Experience: None required.
All Options:
Knowledge of: Geography, geographic information systems, mathematics, including the principles of algebra, geometry, trigonometry, and statistics as applied to GIS related work; automated drafting techniques; map design and cartography; survey principles and methods.
Ability to: Apply techniques and practices involved to complete assigned GIS work and projects; perform mathematical computations; tabulate and analyze data and prepare reports and maps; read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; keep clear and accurate notes; do simple drafting; understand and follow oral and written directions; work cooperatively with others.
License: A valid California Driver's License is required.
Physical Requirements:Sitting and standing for long periods of time, walking, lifting up to 15 pounds.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
