About the Job
This role supports the National Energy Technology Laboratory (NETL) at the Department of Energy, developing geospatial technologies to present complex data to the public and decision-makers, advancing key DOE and NETL initiatives. The candidate will design, develop, and implement cloud-based mapping tools and custom scripts, working closely with clients and a team of researchers, data scientists, and IT professionals. Responsibilities include end-to-end application development, deploying cost-effective COTS and custom solutions, and providing GIS support through documentation and virtual meetings. Required skills include ArcGIS Maps SDK for JavaScript, JavaScript, HTML, CSS, Python, and database management with SQL or Postgres SQL.

Minimum Requirements:
- Due to program requirements, individuals must be US Citizens, authorized to work in the United States without sponsorship, and eligible to obtain and maintain a public trust security clearance.
- BS in Geography, Geographic Information Systems, Computer Science, or related experience.
- 5 years of demonstrated experience with: ArcGIS SDK for JavaScript, ArcGIS APIs, Python, Arcade, HTML/CSS.
- Prefer candidates with Strong Experience with Postgres / SQL databases.
- Possess relevant knowledge of spatial and non-spatial data visualization principals and tools.
- Familiar with ETL workflow and tools to support automated data extraction, transformations, and loadings (ETL).
Duties and Responsibilities:
- The Information Technology Support Services (ITSS) group manages the technology and computer infrastructure that drives the business systems and automation requirements.
- Works in the ITSS team members and closely with others in the organization to provide expertise and support for a variety of complex technical solutions.
- Works with clients to evaluate, design, and build COTS and custom web-based GIS applications that provide complex data to public and private stakeholders.
- Administers and troubleshoots GIS data, applications and infrastructure.
- Will design and develop GIS applications with a focus on delivering applications that are of high quality, maintainable, and easy to use.
- Will design and develop data structures and workflows that support efficient storage, use, and quality.
- Communicates and coordinates with GIS support staff and clients to ensure business deliverable continuity.
- Writes and Performs varied quality assurance validation measures to ensure application and data quality and integrity.
- Has knowledge of advanced integrated technology methods and related concepts, practices, and procedures within the geospatial technology discipline.
- Writes supporting documentation of data, metadata, data workflows, applications and other related guides, reports and technical information using clear concise language as well as graphics, graphs, statistics and supporting.
- Evaluates, designs, and builds COTS and custom web-based GIS applications that provide complex data to public and private stakeholders.
- Create and Facilitate workflows for spatial data research tasks for both internal and external clients using the ArcGIS Enterprise platform in a cloud environment. This may include development of server/infrastructure environments as well as dataflows and application design/build.
- Provide consultation, implementation, and support ongoing efforts to maintain existing ESRI Enterprise and AWS infrastructure for a national geospatial platform.
- Work with the ITSS and research teams to manage the geospatial data repository and database infrastructure in a cloud environment.
- Assess, Create, Use API map/data services that provide data to internal and external clients.
- Design and Implement ETL for spatial and non-spatial data into an ArcGIS Enterprise compatible database. This may include writing scripts or configuring databases to accept new data.
- Create and document workflows for database updates that may include ingest of flat files, or relational data structures.
- Design, build and maintain GIS Web applications, writing custom code, using ESRI Experience Builder, or other software that facilitate data exploration, sharing and visualization.
- Identify, promote and implement the use of new geospatial technologies which may include new software, ArcGIS Enterprise versions, tools or cloud technologies.

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience.
