The position’s primary focus provides management, direction, and leadership to ensure the property is maintained and operated in accordance with company objectives. Responsibilities include working closely with the vendors, Advisory Board of Directors and the City of Fort Worth to manage and operate the maintained areas and facilitate solutions to problems. Strong vendor management skills, customer service skills, landscape, and project management are required. Create, administer and manage budgets to include monthly P & L and five-year service plan to be approved by the City Council of Fort Worth.
This is a hands-on leadership position responsible for overseeing the Public Improvement District's operational, administrative, financial, human resources, maintenance, and security functions. The position requires the PID Manager to be on call 24 hours a day, 7 days a week, for emergency consultation in the event of incidents requiring management intervention. All services of the PID Manager are under the direct supervision of Castle Management and are performed as stated, in the Management agreement between the City of Fort Worth and Castle Management, LLC.
The PID Manager provides exemplary service in a manner consistent with the values and mission of the Castle Group. He or she performs all responsibilities while demonstrating outstanding customer service skills representative of Castle Royal Service.
Responsibilities:Essential Duties and Responsibilities
• Acquires and maintains current knowledge of City of Fort Worth regulatory agency statutes and the operation of the Public Improvement District (PID).
• Analyzes the advantages and disadvantages of alternative solutions to problems and makes recommendations to the Advisory Board of Directors.
• Develops and submits complete and accurate annual budget(s), meeting all deadlines and demonstrating thorough analysis and consideration for the goals of the asset as well as market conditions.
• Manage resident relationships to ensure a high level of service, including timely and complete resolution of residents’ concerns, coordinating special services and requests, and conducting formal and informal inspections.
• Communicates in a professional and composed demeanor under all circumstances.
• Responds to phone calls and correspondence in a timely, professional manner.
• Requires vendors to comply with the company’s safety standards and all OSHA requirements.
• Ability to run a monthly Advisory Board, Finance Committee meeting and City annual meeting.
• Create a weekly update and monthly management report, which depicts the actual condition of the progress of specific projects and makes clear and concise recommendations.
• Reviews financial statements and completion of variance reports.
• Oversee the execution of landscape services satisfying contract requirements for PID 7
• Responsible for monitoring and maintaining the condition of the sports areas, including the basketball court and tennis court. Monitoring the playground(s) and working with the City of Fort Worth Parks & Recreation to ensure safety standards are met, and repairs are completed.
• Oversee the tree maintenance services satisfying the contract and property requirements.
• Responsible for training and coaching of the PID 7 operations team, engaging in performance management and positive coaching.
• Develop and manage relationships with contractors and service providers in alignment with the business plan and day-to-day operations
• Oversee all seasonal plantings and holiday flags and decorations.
• Oversee and organize all necessary work within the Nature Preserve areas of PID 7, signage across the property, and irrigation and other secondary utility distribution systems to outdoor landscape areas.
• Ensure daily checks are completed throughout PID 7 and that the trails and parks are maintained and bridges are in good condition.
• Coordinate with the City of Fort Worth Forestry and Parks & Recreation on areas maintained by the city.
• Organize, facilitate, and follow up with contractors on planned activities.
• Responsible for obtaining quotations, overseeing the work being performed and reviewing invoices for services.
• Perform risk management to minimize project risks.
• Assist in the event coordination and attend annual PID 7 events.
• Ensure that all lighting is maintained and/or repaired/replaced as needed. Ensure all light posts are maintained throughout the property.
• Ensure all retaining walls and fencing is maintained.
• Ensure all signage, including entrance monuments, are maintained and landscaped according to the landscaping plan annually.
• Ensure all fountains and ponds are maintained, clear of debris, and inspected regularly.
• Coordination with vendors for the humane extraction and removal of Beavers and/or any other wildlife
• Other duties as assigned.
Talent Management
- Owns all aspects of the employee cycle for direct reports, including hiring, training, managing performance, approving payroll and PTO, as well as coaching and developing teammates on-site. Ensuresthe team is capable of meeting the community’s goals and high standards in a hospitable, sensitive, and courteous manner.
- Ensures all safety precautions and procedures are followed by all site teammates while performing assigned duties.
Managing Relationships
- Fosters appropriate communications between City of Fort Worth, Advisory Board Members, Residents, and Management
- Responds within the required timeline to all owner and Board Member requests.
- Other duties and responsibilities as assigned.
Supervisory Responsibilities
- Directly manage the on-site leadership team.
- Carry out supervisory responsibilities following Castle’s policies and applicable laws.
- Responsibilities include interviewing, hiring,training, developing, and mentoring employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Education and Experience
- CMCA, AMS, PCAM preferred
- Minimum 3-5 years of commercial landscape construction or maintenance experience with large contracts is required.
- Experience managing project timelines, schedules, and contracts is essential.
- Bachelor’s degree in horticulture or related program (business, construction, project management) a plus
- Strong communication skills with an ability to easily build rapport and long-term relationships
- Must be able to assess the quality of stone masonry/landscape installation work, ensure plant and material viability after installation, manage vendors, and ensure irrigation is working efficiently and properly
- Five (5) years of CAM or related leadership and business experience, or more depending on the community, are required.
- Experience in managing large scale HOAs with amenities a plus.
- Outstanding customer service, communication, and interpersonal skills to help create effective customer-focused relationships with all levels within the organization. Experience with conflict resolution strategies is required.
- Must be able to work under tight deadlines and use time effectively based on key priorities. Advanced time management skills.
- Effective written and verbal communication skills
- Basic knowledge and understanding of Property Management accounting practices, terminology, and budgeting (forecasting) skills required.
- Ability to interpret, review and analyze and summarize financial statements including reporting information to Board.
- Captial project budget/ management experience
- Intermediate command of computer hardware/software, specifically Microsoft Office Suite.
