U.S. Marine Management LLC (USMMI) is seeking a full-time General Manager (Marine Crewing) in Norfolk, Virginia 23502
About the Role:
The Crewing General Manager will supervise crewing agents and marine personnel department daily operations; coordinate mariner assignments with properly qualified personnel in accordance with union, industry best-practice and customer contractual requirements; support Program Managers with selection and promotion of best-qualified mariners; represent USMMI during Seafarers Appeals Board hearings and investigate grievance claims; and act as Harassment, Discrimination, Bullying Point of Contact and Designated Employer Representative for USMMI fleet
Primary Responsibilities:
- Crewing & Training
- Lead and supervise crewing agents & training specialists’ daily operations.
- Ensure appropriate policies and procedures are implemented in accordance with company’s ISO/ISM certification, CFR and USCG requirements.
- Audit USMMI compliance with above policies and procedures in accordance with Safety Management System.
- Perform liaison role with representatives of U.S. Coast Guard, Military Sealift Command, and labor unions on matters related to Marine HR.
- Monitor USCG / CFR / STCW regulations pertaining to US merchant mariners and implement strategies and program for compliance.
- Manage external and internal recruiting of mariners, from identification to assignment.
- Responsible for ensuring all USMMI vessels and billets are crewed in accordance with current policies, procedures and contractual requirements with mariners who are fully trained, properly licensed/qualified, physically & medically qualified, and possessing the required security clearance.
- Responsible for coordinating the Training assignments, for all USMMI vessels with the appropriate training facility.
- Coordinate shipboard succession planning and promotion process for the Master, Chief Engineer, Chief Mate and 1AE billets. Maintain list of eligible candidates.
- Review all potential commercial and government contract RFPs or RFIs for crew and training requirements to determine budgeting, availability, and ability to comply with contract requirements.
- Manage Anti-Harassment, Anti-Discrimination, Anti-Bullying, EEO and Code of Conduct Policy investigations and proceedings, including training of Shipboard Leadership. Act as Harassment & Discrimination Point of Contract for Shipboard Complaints.
- Represent USMMI in adjudicating Seafarers Appeals Board proceedings. Draft and make recommendations for SAB /cost recovery actions, work with unions to execute these cost recoveries.
- Act as Designated Employer Representative for drug and alcohol incident prevention, investigation, and testing.
- Manage process improvement and standardization of crewing process and NS Enterprise optimization and implementation.
- Maintain integrity of computer database of shipboard personnel and permanent personnel files for USMMI vessels.
- Maintain records and generate required reports, including retention and training compliance for Safety Council, Management Review and TMSA metrics.
- Cognizant of all personnel actions on subject vessels.
- Develop and maintain relationships with the applicable unions to ensure the mariners meet all prerequisites.
- Establish and maintain professional relations with all Merchant Marine Academies, training institutions, recruitment centers, military transition programs and military fleet / family service centers. Represent USMMI at job fairs.
- Approve Mariner Travel Expense Reports in accordance with SMS procedure and customer requirements.
- Supervise reconciliation of Corporate Travel Account and Virtual Card Accounts.
- Participate in industry and educational Marine Personnel strategic initiatives and discussions.
- Collaborate with and support Operations Department to ensure Program needs are met by Crewing Department
- Maintain awareness of fleetwide ship operations and locations
- Serve as crew advocate and family support point of contact during shipboard emergencies, including drills and exercises.
- Implement TMSA Element 3. Recruitment and Management of Vessel Personnel.
- Act as Sexual Assault / Sexual Harassment (SASH) Key Responder.
- Manage 3rd Party travel agent and rental car contracts.
- Maintain awareness of foreign travel regulations, including Country Clearance
- Guide and visa requirements for traveling mariners.
Job Qualifications
- Bachelor’s Degree from an accredited institution preferred.
- Experience with U.S. flag ships & merchant mariner management preferred.
- Experience with government contracts / charter parties and compliance preferred
- Experience with Collective Bargaining Units preferred
- Eligibility for security clearance
- Technical Competencies
