Position Summary:
The General Engineer - Facilities Engineering incumbent serves as Project Manager and must possess broad work experience and background in design and construction of engineering activities and particular expertise in project management.
Scope of Work:
This position is located on the Tohono O'odham Nation and requires work in a healthcare setting. Current licensure as a Professional Engineer is desired for full autonomy in the performance of all required duties of the position.
Essential Duties and Responsibilities: (Depending on the area of assignment, an incumbent may not be required to perform some of the duties listed below):
Project Manager - 75%:
- The incumbent provides design and construction project management from start to finish.
- Develops scope of work, manages construction contracts, makes recommendations on project funding and must be familiar with contract administration and applicable regulations to manage projects.
Design and Technical Reviews - 10%:
- The incumbent represents the Facilities Management Branch as the principal engineer and is required to travel locally approximately 50% of the time; a valid, unrestricted State driver's license is required to operate a Government/Nation-owned vehicle in performance of duties.
Leadership - 10%:
- The incumbent is required to be a project leader and will guide, direct, recommend, and assign work with project administration.
Surveys - 5%:
- The incumbent performs or consults on Deep Look Surveys, Health Care Finance Administration (HCFA) Surveys, and Joint Commission on Accreditation of Health Care Organization (JCAHO) Surveys.
General:
- Determines whether the complexity of the audit or investigation objectives calls for independent assistance from outside engineering experts.
- Reviews activities, including the statement of work, cost estimates, performance requirements, and inspection reports that support accepting the work for payment.
- Prepare engineering reports.
- Contribute to a team effort.
- Performs other job-related duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of the Tohono O'odham culture, customs, and traditions.
- Knowledge of applicable federal, state, tribal laws, regulations, and requirements.
- Knowledge of the principles and practices of professional engineering.
- Knowledge of civil, electrical, and mechanical engineering concepts, principles, and practices related to facilities design and construction.
- Knowledge of materials, methods, and equipment used in facilities design and construction.
- Knowledge of safety requirements and practices.
- Knowledge of project management and budgeting practices related to facility design and construction.
- Skill in providing superior customer service to external and internal customers.
- Ability to analyze, plan, organize, and manage resources to accomplish construction projects.
- Ability to communicate effectively, in writing and orally.
- Ability to analyze facts, exercise independent judgment, and work independently.
- Ability to prepare correspondence and reports.
- Ability to establish and maintain positive and effective working relationships with other employees and the general public.
- Ability to work extended hours and various work schedules.
- Ability to travel within the interior/exterior boundaries of the Tohono O'odham Nation.
Minimum Qualifications:
- Bachelor' Degree in professional engineering from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum, or a Bachelor's Degree in a related field, such as architecture, physics, chemistry, computer science, mathematics, hydrology, or geology, and
- One year of professional engineering experience.
Licenses, Certifications, Special Requirements:
- Must have professional knowledge of theories, principles, practices, and techniques of Engineering (mechanical, civil, or environmental), essential to the position as evidenced by possession of current registration as a Professional Engineer (P.E.). Applicants must submit proof of current registration.
- Upon recommendation for hire, a criminal background and a National FBI fingerprint check are required to determine suitability for employment, including a 39-month driving record.
- May require possessing and maintaining a valid driver's license (no DUIs or major traffic citations within the last three years).
- If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
- Based on the department's needs, incumbents may be required to demonstrate fluency in both the Tohono O'odham language and English as a condition of employment.
