An FDP Analyst is required to support the Headquarters Department of the Army, G-8, Force Development Directorate and the Transparency Team.
DUTIES AND RESPONSIBILITIES:
The FDP Analyst responsibilities include:
-Provide quality control assessments of Transparency data collection and submit a report quarterly to FDP leadership and the Transparency IPT.
-Reconcile differences between expected fielding and recorded deliveries, conducti updates on reconciliation of expected fielding quantities; and track requirements, acquisition, and deliveries.
-Assist in collecting, analyzing, documenting and reporting financial and equipment procurement data as it relates to the Equipment Transparency Report (ETR). This assistance will include an assessment of how current year funding changes impact the Army National Guard and U.S. Army Reserve equipment projections.
-Prepare summary data using the data collection files and the ETR to show progress in meeting equipment delivery targets by component each quarter. Summary data will be in the form of bar charts, graphs and/or excel data tables.
-Draft the Annual Transparency Data Collection Tasking Memo, review the Letter of Instruction (LOI) for necessary changes annually, coordinate with the government lead and AE2S automation team for issues and required capability upgrades in support of data collection, and prepare documents for formal staffing.
-Be responsible for updating and presenting the recommended status rating during the Quality Control Review phase every other day to the Government, electronically.
-Quarterly, the FDP Analyst shall prepare and make recommended changes to training materials and present for approval no later than 30 days prior to the beginning of the data collection phase and in support of semi-annual SSO Training materials shall explain the transparency initiative, purpose of the data collection, access to and means of using the automated tools, plus policy and procedures for data collection. The materials will include any automation changes, the format of the data collection files, quality control trends, quality control reviews and the ETR.
Educational and Position Requirements:
Bachelor's degree in Business or Public Administration, Management, Economics, Math, Science, Engineering, History or English. A Master's degree in one of these areas will be accepted if Bachelor's degree does not meet the criteria. Must have a Secret clearance. Have a minimum of four (4) years of experience and expertise in Force Development duties. Any experience a candidate has with equipment readiness/tracking is preferred/ideal. Must possess superior skills in Microsoft Excel to enable manipulation of large amounts of data and managing databases (especially Excel w/ pivot tables) and being skilled performing data analytics. Must be familiar with acquisition and programming (to include budget exhibits).
