Serco is excited to continue our support to the F-35 Joint Strike Fighter (JSF) Joint Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.
The F-35 JPO International Directorate (ID) is the focal point for all F-35 Fleet Users, to include U.S. Services, International Partners, and Foreign Military Sales programs to ensure ID integration throughout the F-35 enterprise and to ensure the delivery of 5th Generation combat capability to Warfighters in support of coalition operations. The Contractor shall provide support to the National Deputies who are the F-35 Program’s senior national representative for their Participant country within the JSF Program Office and are responsible for providing day-to-day representation of the cognizant Partner nation on all matters related to the F-35 Program. The Contractor shall provide support to the U.S. Service Deputies who are assigned to the JPO to ensure immediate/critical U.S. Service insight to the Executive Leadership Team (ELT) and Senior Leadership Team (SLT). The Contractor shall provide support to the Foreign Military Sales USG Program Managers who represent the Foreign Military Sales Foreign Liaison Officers for country within the JSF Program Office and are responsible for providing day-to-day representation of the cognizant Foreign Military Sales nation on all matters related to the F-35 Program.
Our Foreign Military Sales (FMS) Policy Analyst (FMS Program Analyst), Joint Program Office (JPO), Crystal City, Arlington, VA, is responsible for advising JPO FMS leadership on current security cooperation policy, case development and case execution practices. Our Analyst reports to the Business Policy and Operations Manager, who is the principal policy and financial advisor to the FMS Program Manager, responsible for ensuring the FMS Program is in accordance with the Secretary of the Air Force International Affairs (SAF/IA), and Navy International Programs Office (NIPO) policies and procedures. Focus areas include: security cooperation and security assistance policy; manpower requirements; development, implementation, and execution of FMS cases; Letter of Request (LOR)/Letter of Offer and Acceptance (LOA) inputs, to include amendments and modifications; and process improvement.
In this role you will:
+ Provide expert management in the areas of security cooperation policy, case development, and case execution.
+ Interact with cross-functional agencies, to include SAF/IA, NIPO, AFSAC, and NAVAIR, to ensure current FMS policies and procedures support the function of the F-35 FMS Program.
+ Review and interpret directives from higher authority regulations, instructions, periodicals, and publications to maintain current expertise and knowledge.
+ Ensure new technology and lessons learned are incorporated into F-35 FMS processes; establishes suitable methods of assessing and continually improving processes.
+ Develop, evaluate, advise, and improve efficiency and effectiveness of work methods and procedures, and manpower utilization.
+ Coordinate with FMS Program Managers to advise and support country teams in the areas of policy, case development, and case execution.
+ Coordinate with Security Cooperation Enterprise to assist country teams in completing Pricing and Availability (P&A), Letters of Offer and Acceptance (LOAs), amendment and modification packages in Security Cooperation systems, including DSAMS and RMIS.
+ Use strong communication skills including the ability to communicate orally, via written letters and memorandum, email, and presentation. Ability to prepare and present convincing oral and written presentations at all levels of government and industry, and foreign allies.
+ Manage Annual Case Reviews (ACR) required by the DSCA Reconciliation and Closure Manual (RCM), DoD 5105.65-M, is completed in a timely manner.

Qualifications
To be successful in this role, you will have:
+ Ability to obtain and maintain an active Secret clearance.
+ The ability to provide onsite support at Crystal City, Arlington, VA, F-35 Joint Program Office (JPO) location no less than 2-days per week, each week. Exact days in office at the JPO must be coordinated with F-35 customer and approved by your Serco manager. (Your onsite days in JPO office including adhoc meetings may increase to support the needs of the customer.)
+ A U.S. citizenship.
+ A minimum of three (3) years out of six years of recent work experience related to international acquisition programs.
+ A Bachelor’s degree inScience, Engineering, International Affairs/Policy or related discipline
+ OR an Associate degree with an additional four (4) years of experience in international acquisition programs (seven (7) years total experience in international acquisition programs).
+ To be familiar with DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03 (International Agreements), and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
+ To demonstrate knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
+ To demonstrate knowledge of the Security Assistance/Security Cooperation (SA/SC) programs to include the understanding of the FMS sales process from case development, implementation, execution, to closure in accordance with the Security Assistance Management Manual (SAMM), DoD 5105.38-MX.
+ The ability to travel 10%.
Additional desired experience and skills:
+ Advanced working knowledge of USAF or USN FMS case management systems (CEPT, SCIP, DSAMS, RMIS).
+ Strong communication skills including to the ability to prepare and present convincing oral and written presentations to any or all levels of government and industry management to effectively prove and justify significant deviations from established logistics policy, defend necessary modifications to previously approved plans, etc.
+ Strong stakeholder management experience in coordinating and communicating across different organizations and teams including knowledge and experience in working across different disciplines, system engineer, logistics, training, testing etc.
+ Defense Security Cooperation Workforce Certification at a basic-level at a minimum, but ideally at the intermediate-level or higher.
+ DAWIA Program Management Practitioner Certification.
+ Familiarity with financial management regulations, policies, processes and procedures in order to analyze and/or recommend costs and benefits in support of FMS cases in accordance with DoD Financial Management Regulation (DoD FMR) Volume 15.; DoD budget processes: administrative relationships within the USAF, USN and DoD; administrative relationships with the systems command and field activities.
