FMS Analyst The Junior Foreign Military Sales (FMS) Analyst position will support the team that provides technical analysis support for the acquisition planning, controlling and organizing of an FMS Program for the US Integrated Fires Mission Command Project Office's PATRIOT Air Defense Weapon System. The selected candidate will work on wide ranging tasks such as scheduling and preparing for briefings and meetings and maintaining program files; as well as more complex analytical tasks such as collecting, compiling, and analyzing data. They will support program analysis efforts, including technical research, coordination of reports, and development of program monitoring systems. Track the implementation of corrective actions and milestone accomplishments and evaluate progress on a continuing basis. Assist the Senior Program Analyst in all areas of FMS to include development of acquisition planning and coordination of requirements for Letter of Request (LOR), the Letter of Offer and Acceptance (LOA), and Price and Available (P&A). Track project milestones and deliverables and conduct project after action reviews to identify areas for internal improvement. Monitor and analyze activities throughout all phases of the program life cycle from initiation to close-out to include requirements generation, design, test, production, fielding and operation. Will contribute information and recommendations to strategic plans, risk management strategies and reviews; prepare and complete action plans and identify trends. Assist in the development of the Integrated Master Schedule, Integrated Management Plan, Engineering Change Proposals, Contract Data Requirements List, Contract Work Breakdown Structure and Prime Item Development Specifications. Conducts research into project-related issues to ensure compliance with guidelines as outlined in the Federal Acquisition Regulations and the Defense Federal Acquisition Regulations. Review and assist in the development of Statement of Work, contract development and technical evaluations, briefings, and general support. Assist in maintaining tracking techniques to monitor program execution, using existing information and reporting systems like DSAMS, CISIL, and SCIP. A demonstrated ability to research and analyze data to identify and resolve problems in a timely manner; ability to write clearly and informatively and present numerical data effectively is required. Required skills: Bachelor's degree. Three (3) years of work experience in a field related to FMS, logistics, program management, or a technical or business analysis discipline related to acquisition, life cycle management, analysis, or planning. Eight (8) years of work experience in a related field may be substituted for a bachelor's degree. Experience in FMS acquisition and contracting is highly desired. Proficiency in Microsoft Excel, PowerPoint, and other data analysis tools. The ideal candidate is a self-starter, with strong attention to detail, communication and time management skills able to conform to shifting priorities, demands and timelines. 10% travel may be required. Candidate must be a US Citizen and possess (and be able to maintain) a Final Secret Clearance or meet the eligibility to obtain (and maintain) a Secret Clearance.
