About the Job
The FMS Acquisition and Technical Support Specialist will provide comprehensive acquisition and technical management support to the USMC Foreign Military Sales (FMS) program. The role includes, but is not limited to:
Acquisition Support:
- Documentation Development: Prepare and manage acquisition documents, including RFIs, IGCEs, PWS/SOWs, Justifications & Approvals (J&As), CDRLs, and QASPs. Conduct cross-verification to ensure all Letter of Offer and Acceptance (LOA) requirements are addressed in the acquisition package.
- Technical Proposal Evaluations: Analyze vendor proposals focusing on labor categories, material types/quantities, and cost reasonableness. Deliver a comprehensive Technical Evaluation package suitable to be used by the USMC Contracting team for development of a negotiating position.
- Acquisition Strategy: Assist in developing acquisition strategies, I-STRAP, and MOPAS-S documentation to support project objectives.
- Contract Support: Create procurement request packages, CLIN descriptions, and other acquisition-related deliverables.
Program and Risk Management:
- Program Reviews: Participate in and support program reviews, meetings, and ceremonies. Develop meeting materials, prepare minutes, and track action items.
- Risk Assessments: Evaluate project risks and develop mitigation strategies tailored to specific FMS cases.
- POA&M Development: Create and monitor case-specific Plans of Action and Milestones (POA&Ms) for timely and effective execution of project deliverables.
Technical Support:
- Program Documentation Analysis: Conduct detailed assessments of vendor submitted technical and logistics documentation, including provisioning data, technical manuals, warranty data, responses to Action Items, and other CDRLs. Review monthly vendor reports to verify compliance with contract requirements for both materials and services being procured. Provide actionable recommendations to stakeholders.
- Test Support: Develop and evaluate test plans and procedures, analyze test results, and propose courses of action to resolve open issues.
- Data Management: Maintain tracking tools and databases for program deliverables, risk management, and technical evaluations.
Business and Logistics Analysis:
- Pre-LOR Analysis: Conduct assessments of alternatives, including cost-benefit and technical feasibility studies, and recommend acquisition strategies.
- Logistics Coordination: Facilitate logistics planning, coordinate with OEMs, and review equipment sustainment plans to ensure compliance with FMS case agreements.
Required Qualifications:
- Bachelor's degree in Business Administration, Contract Management, or a related field. Equivalent experience may be considered.
- 5+ years of experience in acquisition support or FMS program management.
- Proven expertise in developing acquisition-related documents, including RFIs, J&As, and IGCEs.
- Strong technical writing and analysis skills, particularly in evaluating vendor proposals.
- Familiarity with DoD acquisition processes, FMS agreements, and relevant FAR/DFARS clauses.
- Excellent communication and coordination skills to work effectively with government representatives, contractors, and stakeholders.
- Full-time telework and/or contractor facility, as authorized by the Project Manager (PM) and the Contracting Officer's Representative (COR).
Desired Skills:
- Experience with Marine Corps Systems Command (MARCORSYSCOM) acquisition processes.
- Knowledge of CENTCOM regional FMS programs.
- Proficiency in data management tools and risk assessment techniques.
- Ability to manage multiple tasks under tight deadlines while ensuring high-quality deliverables.
