T he County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside Department of Waste Resources has an opportunity for a Fleet Services Assistant (FSA) in Moreno Valley. The FSA will support Department operations by managing on and off-road assets. The incumbent will review equipment inspection reports on a daily basis and scan historic records into the County's Fleet Management system. The incumbent will be tasked with maintaining vehicle usage and service reports, equipment files, and assisting in maintaining vehicle inventory records. Additionally, the FSA will interact with various service providers and vendors on behalf of the Department regarding various repair or support needs, and will schedule appointments for vehicle and equipment repairs as needed. On an annual basis, the incumbent will conduct a physical inventory of all department equipment and vehicles, and verify that all required information is up-to-date in the Fleet Management system.
The ideal candidate for this position will have experience working in a municipal fleet services department, or comparable private sector setting, and will possess strong customer service experience. Competitive candidates will have experience functioning in an automotive environment with responsibility for managing records and coordinating vehicle service or upkeep and will be familiar with Department of Motor Vehicles procedures relative to vehicle licensing and registration. Candidates who possess experience using AssetWorks Fleet Management Software are highly desired.

The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
EXAMPLES OF ESSENTIAL DUTIES
• Dispatches vehicles to County employees based on departmental requests and priorities for vehicles depending on availability, length of trip, and number of occupants.
• After completion of individual trips and reports from departments using County vehicles, computes mileage for vehicles used and submits the computation to Data Processing for charging departments for use of vehicles.
• Instructs Garage Attendants and clerical personnel in the operation of vehicle refueling and car wash facility; assigns parking spaces in the County garage; issues decals for parking in County parking lots in Riverside; assures daily accountability for pool vehicles.
• Makes visual and mechanical evaluation of vehicles for use in the County's vehicle replacement program; releases new vehicles for active service following preventive maintenance checks.
• Prepares surplus vehicles for storage; prepares and evaluates vehicles to be auctioned.
• May assist in maintaining vehicle inventory, depreciation, warranty, registration, mileage, license plate, key and auction records.
• Arranges vehicle painting; contacts vendors regarding missing accessories; transports vehicles to auction sites.
MINIMUM QUALIFICATIONS
Experience:Three years in a position performing dispatching or general automotive maintenance which included public contact and record keeping experience.
License: Possession of a valid California Driver's License is required at the time of employment.
Physical Requirement: Sedentary work. Exerting up to 10-20 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. Preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading.
Knowledge of:Principles of clerical record keeping; basic mathematics; basic automotive maintenance; Department of Motor Vehicles procedures relative to vehicle licensing and registration; fleet services procedures including vehicle dispatch, replacement, and auction.
Ability to: Perform specialized clerical work associated with vehicle operations including maintenance of inventory, depreciation, warranty, and mileage records; formulate and present oral and written instructions for coordinating vehicle dispatch; establish and maintain effective writing relationships; follow oral and written instructions; provide leadership and oversight to Garage Attendants and assigned clerical staff.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
