About the Job
Essential Duties/Responsibilities (may include, but not limited to):
- While working to achieve N3B LLCC objectives, will ensure all activities and operations are performed in a safe and deliberate manner; will maintain required safety, security and operational training; assure procedural and regulatory compliance; and make safety, security and quality an integral part of every task; including taking the necessary steps to stop work if continuing the job is unsafe or compromises security.
- Performs economic research and studies subjects such as rates of return, depreciation, working capital, investments, and financial and expense comparisons by analysis of profit and loss statements and income statements. Prepares reports of findings and recommendations to management. Develops, maintains, and establishes operational specifications for financial information systems considering such things as information flow, volume, and document format for data processing equipment. May provide analysis on business development and may monitor business performance by unit, division or brand.
- Compiles and reviews budgets using actual performance, previous budget figures, estimated revenue, expense reports, and other data sources to control funds and provide for proper financial administration. Prepares financial plans, monitors implementation of financial policies, prepares regular and special-purpose reports, maintains historical records, analyzes trends, establishes cost rates and personnel forecasts, recommends and interprets budgetary policies and procedures, prepares comparative evaluation of actual costs against budgeted funds, and determines rationale for variances between costs and budget. Interprets Cost Accounting Standards and their application to cost accounting practices and provides program/project/division management with the data and recommendations to make informed decisions.
Specific Job Responsibilities:
- Primary support entails performing rate analysis, cost analysis, budgeting, planning, estimating, along with rate and budget development and other program/project and/or division control duties. The individual will be required to work closely with the programs/projects and/or division personnel and management within N3B as well as external customers (such as DOE/EM). The individual ensures: 1) that all assignments are completed on schedule through effective time management; 2) compliance with all applicable external and internal rules, regulations and procedures; 3) all documentation is maintained in configuration control of all financial information; 4) timely and effective communication and coordination within the Business Services Directorate along with timely definition and communication with the program/project and/or division personnel and management; 5) identifies and solves financial problems within work group being supported and 6) identifies change initiatives within area of responsibility and 6) supports cooperation and cohesiveness within work unit being supported.
- Maintain status of all deliverables and objectives. Identifies and solves status issues as they arise. Keeps all affected parties apprised of issues at all times. Analyzes budget variances and suggests appropriate corrective actions. Maintain an early warning trend program on all programs/projects and/or divisions being supported. Analyzes budget usage and apprises the program/project and/or division manager and Business Services management of fiscal status. Identifies areas for continuous improvement associated with existing processes, tools and methods.
- Responsibilities include maintaining safe working conditions. Maintain strict application of regulations for security and plant protection. Identifies risks to personnel and facility safety and/or mission viability; ensures implementation of prevention and mitigation measures to eliminate or reduce the risks and potential consequences.
Education and Experience Required:
Bachelors' degree in appropriate discipline; however, a combination of education and relevant experience wherein the knowledge, skills and abilities to perform the position’s duties and responsibilities have been adequately demonstrated is acceptable.

Working Conditions and Physical Requirements (Light Work):
While performing the essential functions of this job, the employee is frequently required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; and talk or hear. The employee is occasionally required to reach with hands and arms and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.
This position works in an office, and the noise level in the work environment is usually low to moderate. While performing the duties of this job, the employee is occasionally exposed to toxic or caustic chemicals, i.e. copier toner.
Regular and reliable attendance is an essential function of this position.
