Financial Analyst (Associate Management / Management / Senior / Principal Management Analyst) - County of Riverside

ABOUT THE POSITION

The County of Riverside's Executive Office (EO) has an opportunity for a Financial Analyst (Associate Management / Management / Senior / Principal Management Analyst) ) to join as a member of the Finance Team. The incumbent will analyze financial information to determine solutions, best practices and process improvements, as well as assist in implementation of countywide policies and administrative strategies.

The Financial Analyst will be responsible for tracking and reporting on mitigation and developer agreement fees, County of Riverside Successor Agency outstanding debt obligations and associated reporting, participation in debt issuance including ongoing compliance and administration, as well as other bond-related activities such as continuing disclosure, trust fund management and financial analysis, financial and investment audits, investor relations, and, assisting with development of the County's annual pension report.

The Executive Office desires a skilled local government professional who is politically-savvy, possess a strong understanding of municipal finance operations, budget and accounting, and possess experience in policy/program development and analysis. The most competitive candidate will be a results-oriented individual that can identify, analyze, develop and implement solutions for the County's most complex financial, budgetary, administrative and operational issues.

The position will report directly to the Director of Finance and work closely with other EO Analysts. The level and salary at which the position will be filled is at the Department's discretion and is based on candidate qualifications.

EXAMPLES OF ESSENTIAL DUTIES

• Prepare a variety of comprehensive (county and state) financial, fiscal, compliance and management reports and correspondence.

• Participate in, and respond to, annual audits by the County Auditor-Controller, California State Controller, State of California Department of Finance, and, external auditors.

•Participate in the budget development process and track departmental budgetary performance; proactively identify deviations from approved budgets and recommend corrective measures.

• Execute portfolio-level risk management processes to include maintenance of a tracking mechanism, development of mitigation and contingency plans, and regular reporting and review with supervisor.

•Liaise with department leaders, other public agencies, employees and members of the public to document and analyze current operations and to implement techniques for managing the cost effectiveness and outcomes of programs and policies.

• Support and guide countywide objectives by facilitating multi-stakeholder collaboration, the resolution of complex administrative problems, and efforts to develop or revise operating and administrative policies to enable effectiveness, efficiency, and accountability.

• Prepare findings and develop evidence-based recommendations to support departmental coordination, increased operating efficiencies, and innovative approaches to achieving the County vision and strategic goals.

• Review performance data for accuracy and reasonableness and guide departments in articulating contributions to the County vision and strategic goals.

• Communicate County and departmental priorities, policies and procedures; perform special studies; represent the EO at meetings and conferences as needed.

• Promote knowledge sharing of key business processes to ensure continuity of service among EO staff and stakeholders.

MINIMUM QUALIFICATIONS

ASSOCIATE MANAGEMENT ANALYST - $68,049.49 - $95,293.54 Annually

Education: Possession of a Bachelor's degree from a recognized college, preferably with a major in Business Administration, Public Administration, or other field closely related to the assignment.

Experience: Some progressively responsible experience in administrative, budget, personnel, or planning/growth management analysis. Graduate work in public or business administration may be substituted for one year of the required experience on the basis of one year of education being equal to six months of experience.

Knowledge of: The principles and practices of governmental budgeting, including performance budgeting; knowledge of the principles of public administration and personnel management; knowledge of administrative and budget analysis techniques; knowledge of the principles and practices of public finance and governmental accounting; knowledge of laws relating to the financial administration of County government; knowledge of modern office methods and procedures; knowledge of the dynamics of staff-line relationships.

Ability to: Analyze and review complex budgets and financial practices of County departments; ability to apply statistical methods in the analysis of management methods and problems; ability to recognize problems and to develop effective solutions; ability to devise and effectively prepare and present reports and recommendations; ability to evaluate and edit reports and recommendations; ability to establish and maintain effective working relationships; ability to represent the County effectively; ability to negotiate with representatives of other agencies and private firms.

Education: Possession of a Bachelor's degree from a recognized college, preferably with a major in Business Administration, Public Administration, or other field closely related to the assignment.

Experience: Considerable progressively responsible experience in administrative, budget, personnel, planning/growth management analysis, or in an area related to the assignment. Graduate work in public or business administration may be substituted for one year of the required experience on the basis of one year of education being equal to six months of experience.

Knowledge of: The principles and practices of governmental budgeting, including performance budgeting; management audit techniques; the principles of public administration and personnel management; administrative and budget analysis techniques; the principles and practices of public finance and governmental accounting; laws relating to the financial administration of County government; modern office methods and procedures; the dynamics of staff-line relationships.

Ability to: Plan and carry out work independently; analyze and review complex budgets and financial practices of County departments; apply statistical methods in the analysis of management methods and problems; recognize problems and develop effective solutions; effectively prepare and present reports and recommendations both, orally and in writing; evaluate and edit reports and recommendations; establish and maintain effective working relationships; represent the County effectively; negotiate with representatives of other agencies and private firms.

Education: Possession of a Bachelor's degree from a recognized college, preferably with a major in Business Administration, Public Administration or other field closely related to the assignment.

Experience: Extensive experience in an administrative or managerial capacity which included responsibility for making decisions and recommendations on issues relating to organization, budget, staffing or other administrative matters, closely related to the area of assignment.

Knowledge of: Principles and practices of supervision; principles of public and business administration; organization, fiscal management and personnel management; budget preparation and control; administrative problems involved in operating a governmental department with several subdivisions and programmatic areas; methods and techniques for conducting analytical studies of administrative and management practices; legislative processes of the County, State and Federal governments; practical application of computers and peripheral equipment.

Ability to: Develop and install new methods and procedures; direct a program of organizational and procedural analysis and put into practice effective improvements; perform budget analysis, preparation and monitoring; research, analyze and make recommendations on administrative, management and procedural practices; maintain cooperative and effective working relationships; plan, organize and direct the work of an administrative organization; prepare clear and concise written and oral reports; make effective presentations of conclusions and recommendations orally and in writing; direct, supervise, train, and evaluate performance of subordinate employees; effectively delegate responsibility.

OR

Option II: Extensive fiscal experience in an administrative or managerial capacity, which included responsibility for financial management, budget preparation and control. (Possession of a Master's degree in accounting, business administration, or a closely related field may substitute for two years of the required experience.)

Education: Depending on area of assignment:

Option I: Possession of a Bachelor's degree from a recognized college, preferably with a major in Business Administration, Public Administration or other field closely related to the assignment.

OR

Option II: Possession of a Bachelor's degree from a recognized college with a specialization in accounting (A specialization in accounting is considered to consist of the equivalent to 18 semester or 27 quarter units in accounting coursework.); OR, possession of a valid certificate as a Certified Public Accountant.

Knowledge of: Financial, budgetary, and personnel management practices; Federal, State, and local laws, rules, and regulations influencing fiscal operations; principles of supervision and staff utilization.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).

• Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
• Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
• Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.

A new member is defined as any of the following:

A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.

A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.

A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.

ANNUAL LEAVE (Bi-Weekly Accrual):

0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours

Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.

ANNUAL LEAVE for Unrepresented Management Attorneys: Effective July 12, 2012, the specific affected Unrepresented Management Attorney classifications as stated in Article 22 of the Management Resolution will receive an additional 4 hours per pay period to their Annual Leave accrual. This additional leave accrual will expire at the end of the last pay period in June 2014. In addition, the maximum accrual for Annual Leave (or vacation) will be raised by 200 hours for eligible employees only. Maximum Annual Leave accumulation is 2,000 hours.

HOLIDAYS: Normally 12 paid holidays per year.

BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).

BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.

POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
