Job Announcement
This position oversees $9 million budget. Develops overall agency-wide budget and fiscal operation and supervises a Financial & Procurement Assistant. As new and changing legal mandates greatly impact the Office of Elections and its operation on continual basis, the incumbent must rack those new and changing mandates and assist the general registrar/director in analyzing the fiscal impact and the need for additional funding to ensure that the Department has the capacity to comply with those legal mandates. Works under the general registrar/director.
Independently performs a wide range of professional level work related to financial management, financial analysis, contracts, cost benefit analysis, and long-range financial planning. Plans and prepares the department’s operating and capital budget requests, carryover requests, wire transfers, and the financial accrual process. Applies federal, state, and county policies, procedures, regulations and legislation impacting the maintenance of financial records for record keeping and internal and external audits. Reviews, interprets and implements federal, state, and county laws and procedures to ensure compliance with fiscal and purchasing policies, procedures, and requirements. Oversees and develops written financial procedures and policies for the department and trains managers and other staff in the department to ensure compliance with financial policies and procedures. Serves as the department’s representative with the department of management and budget, department of finance, and works closely with other county departments and agencies including department of procurement and material management (DPMM) and department of human resources (DHR) to help achieve the department s goals and objectives.
Responsible for overseeing purchasing, contracts, approving shopping carts and purchase orders, managing nonlocal and local travel program, completing month end and year end reconciliation and all other fiscal related matters. Collaborates with management to manage contracts, process informal and formal bids, and sole source. Serves as the subject matter expert on financial and budget matters and processes.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with either a bachelor's degree in accounting, business administration, public administration, public policy or related field; plus, three years of professional-level experience in finance, business administration, budgeting, or contract management, a master's degree in a related field or CPA may substitute for 1 year of experience.
CERTIFICATES AND LICENSES REQUIRED:
Must be a registered voter in the Commonwealth of Virginia or ability to become one within 30 days of employment.
PREFERRED QUALIFICATIONS:
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and a credit check to the satisfaction of the employer.
Additional Work Schedule Requirements: Required to work extra hours during the week and on the weekend at times throughout the year based on workload.
PHYSICAL REQUIREMENTS:
Work is generally sedentary, performed in a normal office environment with occasional travel possible. Ab ility to sit, stand, and walk as needed to perform core job functions. Ability to lift up to 25 pounds. Ability to work with both electronic and paper filing systems. Ability to use laptops and other electronic devices. All duties performed with or without reasonable accommodations.
SELECTION PROCEDURE:
Panel Interview and may include a practical exercise.

- Two or more years of experience overseeing, preparing, and projecting budget
- Two or more years of experience supervising staff in financial setting
- Expert knowledge and experience with Fairfax County finance and purchasing policies and procedures
- Experience processing monthly and yearly reconciliation for accounts payable, accounts receivable, purchase orders, procurement cards, expenditures, or fund reservations
- Experience in governmental budgeting, accounting, procurement, and/or financial management
- Experience working with elections
- Experience preparing, presenting and explaining budgetary and financial status and information
- Intermediate proficiency with Microsoft Office Word and Excel
