The individual should have proven extensive knowledge and success in ensuring the accuracy, integrity, and timeliness of the financial reporting within the federal sector. Skills such as business process re-engineering, developing resource management strategies, conducting project-related assessments, and recommending solutions are a huge plus.

Skills such as business process re-engineering, developing resource management strategies, conducting project-related assessments, and recommending solutions are a huge plus.
Key Responsibilities:
- Manage Federal programs/projects – involving process improvement, reconciliations, Governmentwide Treasury Account Symbol (GTAS), Journal Vouchers (JVs), IPAC, intragovernmental transactions, Property Plant & Equipment (PP&E), capitalization, depreciation, and financial statements.
- Conduct recurring and special-purpose reconciliations to ensure data accuracy and prepare federal financial reports, statements, and related documentation per prescribed formats to meet reporting requirements established by Treasury, OMB, other accounting authorities, and legislation such as the Chief Financial Officers Act.
- Prepare annual financial statements following Generally Accepted Accounting Principles (GAAP), encompassing disclosures, footnotes, supporting schedules/analytical files, and collecting and consolidating supplemental data to analyze the Service’s actual financial performance against established measures.
- Maintain clear audit trails from the general ledger to subsidiary records and from the accounting system to interfacing management systems.
- Works collaboratively and leads as a subject matter expert within a team environment to meet aggressive goals and pre-defined measurement criteria.
- Develop short and long-range plans to prioritize issues, develop program objectives, obtain needed resources, and meet reliability compliance program objectives.
- Advise senior management team on various reliability compliance, risk management, and strategic issues.
- Manage client initiatives, including resource management, executive readouts, project plans, activity management, and gateway communication.
- Set priorities, meet deadlines, and make decisions affecting the project.
Skills Required:
- 10+ years of total experience supporting various organizations, including 8+ years of relevant federal financial experience.
- At least 3 to 5 years of resolving fatal accounting errors and submitting accounting data within TIER, CARS, or Governmentwide Treasury Account Symbol (GTAS) within a designated deadline.
- Minimum of 3 years experience supporting a federal financial management division or an organization that functions similarly in the federal government, preferably with DHS or USSS (not required).
- Minimum of 3 plus years experience providing federal business process reengineering, strategic program management, communications, change management, and financial operations support, understanding and applying applicable finance and accounting federal laws, regulations, standards, and guidance.
- Minimum of 3 plus years experience that shows proficiency and understanding of federal or DHS-specific financial management processes and requirements such as sub-ledger and general ledger activity, Journal Vouchers (JVs), reconciliations, accruals, payment certifications, IPAC, invoicing, Invoice Processing Platform (IPP), intragovernmental transactions, property plant & equipment (PP&E), capitalization, depreciation, financial statements, etc.
- A minimum of 3 years experience in supervisory principles and practices to direct, review, and evaluate the work of subordinate personnel. The Program Manager shall be capable of planning, directing, and coordinating the work of the technical personnel involved.
- Must have a working knowledge of the Federal Government or DHS federal financial management practices and requirements.
- Familiarity with financial and operational internal controls is a plus.
- Familiarity with Federal Oracle Financials is required.
- Familiarity with Robotic Process Automation (RPA) is desired but not required.
- PMP certification is a plus.
- Must be a US Citizen and able to obtain Public Trust Clearance
