2 Overview |
2.1 The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate. Term : The contract term for this Staff Augmentation position is intended to be ASAP - 6/30/202 4, with possible renewal, based on excellence in work provided, need and budget availability. NOTE : "Term " does not mean the awarded contractor or resource are locked in for the full year any contractor or resource may be terminated for cause, convenience, or funding during the contract term. VENDOR BILL RATE : It is the responsibility of the vendor to submit rates in accordance with the pre-established rates within the State Contract. Candidate Submission : FDOT is accepting two (2) candidate submissions per vendor for this New position. Rate Increase : Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration. Quote Evaluation : Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department. Face to Face Interviews : At the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person. Telecommuting : Limited telecommuting is currently an option for this position. Candidates are expected to work a minimum of three (3) full days per week in the office . The selected candidate is required to start their first day in the office. In the future, and at the Department's discretion, this option may return to full-time, in the office. Vendors shall ensure candidates are aware of the Department's policy on telework and agree to comply prior to responding to this RFQ/eQuote. Work Hours Flexibility to work hours between 7:00 AM & 7:00 PM and/or Saturdays, either on a rotation or as part of a regular and on call work schedule. Blair Stone Rd Tallahassee, FL 32301 Conflict of Interest Statement : To prevent any bias, unfair competitive advantage, conflict of interest, or the appearance of impropriety, Vendor employees must not have been directly or indirectly involved in the development of the Scope of Services or related solicitation documentation for which the Vendor is preparing a bid. If the Vendor employee worked in conjunction with the Department on the development of the solicitation document, the Vendor is disqualified from submitting a bid for this solicitation. The Vendor personnel assigned to other Department projects outside this Agreement, shall hold and maintain any confidential information that could benefit the Vendor on future solicitations in strictest confidence. The Department will avoid Organizational Conflict of Interest through mitigation efforts in three categories: A. " Unequal Access " wherein an unfair competitive advantage surfaces when a Vendor obtains information not generally available to other competitors, and where such information would assist them in winning the contract over their competitors. B. " Impaired Objectivity " wherein a support Vendor is performing duties that involve assessing or evaluating itself or related entity. C. " Biased Ground Rules " wherein the Vendor is writing the SOW, performing systems engineering, or providing technical direction efforts. Need help with MFMP ? 4 Scope of Services |
The Office of Information Technology (Client), Application Services, is looking for a senior level Program Manager that can work independently and has excellent communication and organization skills. The candidate must be able to follow State, Department, Client and Application Services processes and procedures. This candidate must be a Certified Project Management Professional (PMP) with the Project Management Institute (PMI), have kept current with project management skills to include Agile, have a working understanding of program and project management responsibilities, possess strong business analysis skills, have experience analyzing and reconciling program budgets and Florida State financial processes, as well as an extensive understanding of IT State procurement methods and practices. The candidate must have knowledge of the state IT requirements, Rules 60GG-1 through 5, F.A.C. The candidate must possess extensive knowledge and expertise in the use of program and project management methodologies and tools, resource management practices, and change management techniques. The candidate must be able to manage multiple large and/or cross-functional programs and projects of high complexity that will have a greater impact to the enterprise. The candidate must have experience in developing and maintaining working relationships with business office staff. The candidate must provide strategic consulting level support and guidance for key IT initiatives, programs and projects. |
5 Education |
Bachelor's Degree in Computer Science, Information Systems, Business Administration, Communication or other related field. Certified Project Management Professional (PMP) with the Project Management Institute (PMI) is required. |
6 Experience |
1. Eight years of IT Program Management experience is required. 2. Ten years of professional experience in Information Systems, Business Administration, or Communications is required. 3. Experience with public speaking and communicating detailed information to large groups is required. 4. Experience working with SharePoint 365 is highly desired. |
7 Primary Job Duties/ Tasks |
The activities this candidate will be tasked with include, but are not limited to the following: 1. Manage and coordinate large, complex efforts to support IT initiatives, programs and projects. 2. Serve as strategic interface with business office staff for the purpose of business/IT strategy development, solution discovery, service management, risk management and relationship management. 3. Communicate decisions, priorities and relevant program and project information to appropriate levels of staff regarding business office requests, programs, projects and initiatives. 4. Facilitate the planning and execution of business changes with technology solutions. 5. Serve as a lead role in enabling the business offices to achieve their objectives through the effective use of technology. 6. Understand and comply with the IT requirements outlined in Chapters 60GG-1 through 5, F.A.C. 7. Work with the program teams, project teams and vendors to collect program/project status, schedule updates, and identify and resolve conflicts. 8. Analyze, prepare, validate, and maintain cost estimates, detailed baseline budgets and monthly cost variance reports. 9. Update the program and project budgets and forecasts, perform cost variance analysis. 10. Perform other duties as assigned. |
