JOB SUMMARY:
The Family and Community Engagement Manager is responsible for planning, implementing, and administering the Family and Community Engagement content area of the Head Start program in such a way as to ensure quality as defined by the Head Start Performance Standards. The Family and Community Engagement Manager serves as a resource and advocate for Head Start Families; acts as a liaison between the center and home, effectively explaining the program goals and operation. In addition, assists staff and families in realizing their goals of self-sufficiency and their role in relation to their children's development and learning through the comprehensive support provided through Head Start.
DUTIES AND RESPONSIBILITIES:
- Work in conjunction with the management team in completion of program goals, on-going monitoring, program self- assessment and program information report data.
- Develop written service area plans based on the Head Start Performance Standards, Head Start Act and community assessment and update yearly.
- Ensure that plans are updated yearly to reflect current practices.
- Participate in ongoing monitoring of the program and reflective supervision.
- Assist with program development and the delivery of quality program services.
- Responsible for the quality and timeliness of work, meeting project deadlines, submitting monthly paperwork and reports and achieving optimal results with little need for oversight.
- Responsible for orientation, support and technical assistance to family service and teaching staff in developing mutually respectful goal-oriented partnerships with families to promote parent child relationships and family well- being.
- Coordinate family services with the Program Administrator Support Services including having an integral role in organizing, planning, training and providing support to the policy councils.
- Provide support and training for family service staff, teaching staff, home educators, and family child care specialist in integrating comprehensive services for families that supports their well- being.
- Guide and assist staff in helping parents with the family partnership agreement process.
- Coordinate activities with all service delivery staff.
- Participate in case conferencing at the center level, home base and family child care to develop a team approach in providing services to children and their families.
- Assist staff in implementing individual Family Partnership Agreements including goal setting.
- Attend parent advisory committee meetings for all options. Develop formal and informal relationships with community partners to advocate for more services and resources for families. Strengthen and formalize a fatherhood program in Head Start and the community.
- Plan services for families that include parenting classes, financial education classes, relationship building classes and other classes or support services as requested or needed by families.
- Analyze the needs of families and supports staff in providing resources, training or information to meet the needs.
- Mentor and coach staff with understanding and developing Family Partnership Agreements.
- Collect pertinent data to track and analyze the impact the Head Start program has on family outcomes.
- Provide support to families through needs assessments and scheduled home visits.
- Participate in community events as necessary.
- Direct and evaluate work activities of the family service workers.
- Track and oversee the intake of the family assessment to identify family strengths and needs related to the family engagement outcomes.
- Collaborate with community and KCAO staff to plan, organize and develop programs of events, and schedules of activities to support family needs and outcomes.
- Work in conjunction with the health manager, management team, and community organizations in completion of the community assessment, program goals for on- going monitoring, program self- assessment, and program information report.
- Assist staff in parent-staff concerns and participate in program evaluation, planning and meetings.
- Perform other duties as required.
EDUCATION/EXPERIENCE REQUIREMENTS:
- Bachelor's Degree in Social Services, Human Development, family services or related fieldfrom an accredited institution of higher education.
AND
- Two years' work experience working with children and families AND two years' supervisory or management experience.
OTHER REQUIREMENTS:
- Travel and attend out of area meetings and conferences as required per the funding source(s).
- Work variable hours and days, including those outside regular Monday through Friday, 8 a.m. to 5 p.m. business hours.
- Meet and maintain KCAO hiring requirements which include:
- Criminal Record Clearance including California DOJ, FBI and Child Abuse Centralized Index (CACI).
- Reliable, insured transportation and valid California Driver License.
- Motor Vehicle Report (MVR) acceptable to KCAO's vehicle insurer.
- Health examination with tuberculin clearance.
- AND contingent on employment candidate will be required to provide documentation of your Measles, and Pertussis immunizations.
- Influenza immunization highly preferred.
- Ability to be contacted outside of regularly scheduled work hours in case of emergency.
