Job Title: Fact Witness Coordinator – Cedar Rapids, IA
PERIOD OF PERFORMANCE:
The period of performance shall consist of a Base Year: twelve (12) months at 1,920 hours, and four (4) Option Year periods, each consisting of twelve (12) months at 1,920 hours.
DESCRIPTION OF SERVICES:
The mission of the United States Attorneys is to serve as the nation's principal litigators under the direction of the Attorney General. In this office, a Fact Witness Coordinator provides direct support and services to victims and witnesses of federal crime. Fact Witness Coordinator shall provide a variety of clerical and administrative support required to perform the tasks related to the support of the USAO fact witness management process by providing a variety of direct assistance to USAO Victim-Witness personnel, AUSAs, legal assistants, administrative staff, and other USAO personnel. Fact Witness Coordinator shall demonstrate exceptional personal/professional conduct, technical knowledge, and experience.
REQUIRED AND DESIRED KNOWLEDGE, SKILLS, AND ABILITIES:
At a minimum, the candidate must have:
- High School Diploma or equivalent; undergraduate degree is preferred.
- Experience in Microsoft Office Suite, word processing, document management and review, file management systems, and data entry.
- Proficiency with office technology, including but not limited to computers, fax machines, and copier machines.
- Proficiency in organizational skills and the ability to multitask assignments.
- A U.S. Citizenship.
- Experience that demonstrates the ability to:
- Demonstrate good communication skills.
- Review and analyze data and information from multiple sources.
- Establish case/project files.
- Prepare, format, and correct management reports and manipulate, transfer, compute and print information.
- Schedule appointments.
- Answer inquiries regarding case-related information as maintained in the database, and the case-related status.
- Obtain additional information from other agencies/organizations.
- Maintain internal status information on the disposition of designated information, files, and assets.
- Assure information is accurate and perform analytical computations necessary to process data.
- Provide administrative information and assistance concerning cases or file to other agencies or organizations.
JOB DUTIES AND RESPONSIBILITIES:
- Providing witness management assistance prior to, during, and after trial. Typical assignments include working directly with fact witnesses, providing assistance and support to ensure appearance for court, pre-trial conferences, and grand jury.
- Receiving visitors, fielding phone calls, questions and other inquiries from fact witnesses seeking information pertaining to court, pre-trial conferences, grand jury appearances and expense reimbursement. Obtaining pertinent information for files and documents necessary to arrange witness travel and reimbursements.
- Initiating contact/notifying fact witnesses concerning travel arrangements, appearance date/time, and determining any special circumstances or needs of the fact witness. Using judgment to determine when AUSA should be notified of special circumstances or needs of fact witnesses.
- Conferring with AUSA concerning fact witness appearance and special circumstances regarding witnesses (special authorizations, international witnesses, military/federal employee witnesses, or hostile witnesses). Completing and submitting proper documentation for special authorizations and obtaining prior approval before proceeding with travel arrangements.
- Prior to fact witness’ appearance, ensuring all travel documents and appearance date and time have been provided to the witness. Making necessary arrangements for fact witness travel and lodging according to Department of Justice and USAO policies and procedures.
- Meeting with fact witnesses upon arrival to designated hearing or pre-trial conference, offering, and performing courtroom orientation, accompany witness to court, ensuring a safe waiting area is available, and collecting necessary documentation and signatures for fact witness reimbursement documents.
- Preparing and submitting documentation for fact witness reimbursement, i.e. witness vouchers and other required documentation for fact witnesses. Furnishing requested information concerning pending and completed fact witness vouchers. Gathering required documentation and reconciling Government Travel Accounts, obtaining information, conferring, and coordinating with the Court, Probation, Pretrial, U.S. Marshals Service, investigative agencies, and other counterparts, when necessary.
- Completing variable aspects of recurring documents in conformance with the rules governing their style and format. Composing original letters that do not require legal interpretations but require a good working knowledge of legal procedures and specialized terminology relevant to fact witness laws and regulations.
- Performing general office procedures pertaining to fact witness management, including, but not limited to: establishing and maintaining a variety of fact witness files, documents and databases; assembling documents and other information for fact witness file material and retention in accordance with established procedures and Department of Justice regulations; if requested, establish and maintain calendar and/or database of active and pending fact witness appearances; track hearings, trial dates, grand jury and scheduling conferences; performing other administrative and logistical fact witness management related duties as required/assigned.
HOURS OF OPERATION
The coordinator will follow a standard five-day, 40-hour work week schedule. The normal working hours are between 8:00 a.m. and 5:00 p.m., Monday through Friday, Central Standard Time. Working hours outside normal working hours may be required and must have written advance approval.
Overtime is not authorized at this time.
Except as approved by the CO/COR in writing, in advance, work shall not be performed on Federal holidays.

Off-site performance of work may be permitted dependent upon approval. Any approval for off-site work shall not be considered permanent unless specifically authorized in writing.
TRAVEL:
The contractor may be required to travel from time to time in the course of this contract’s performance.
Clearance Level Required: Must be able to pass a Federal Background check.
