S 3 , Inc. is seeking a Facility Security Officer (FSO) / Corporate IT Manager with a diverse and solid background of security skills operation at all levels of clearance and types of storage at our corporate HQ in Cummings Research Park, Huntsville, AL.
This is not a teleworking position.
Military experience is a plus.
Job Description:
The FSO / Corporate IT Manager will report to the CEO and manage the Industrial Security Programs of S 3 , Inc. and its subsidiaries to ensure compliance with the NISPOM. The FSO will implement DOD procedures for classified document control, visitor control, personnel security, and physical security. The FSO will supervise and direct security measures necessary for implementing applicable requirements of the NISPOM, related Federal requirements and will revise and/or update personnel activities. The FSO will manage security operations, including access control, admin systems, and video surveillance.
Duties:
- Manage the Industrial Security Programs of S 3 , Inc. and its subsidiaries to ensure compliance with the National Industrial Security Program (NISPOM).
- Implement DOD procedures for classified document control, visitor control, visit requests, personnel security, physical security, and computer security.
- Supervise and direct security measures necessary for implementing applicable requirements of the NISPOM and related Federal requirements for classified information.
- Supervise and direct classified processing while performing ISSM and ISSO duties.
- Direct and coordinate the activities of personnel in revising or updating security measures in accordance with new or revised regulations.
- Conduct security education awarenessat new hire orientations.
- Hold annual security training for all employees (cleared and un-cleared) and maintain training attendance records.
- Conduct a new employee's initial security briefing that includes threat awareness, defense security, a security classification system, reporting obligations and requirements, and security procedures and duties applicable to the employee's job.
- Prepare all "Contract Security Classification Specifications" (Form DD254) for subcontractors, coordinating requirements with the contract Program Manager (PM).
- Interpret personnel security regulations, policies, and procedures to provide guidance and assistance to supervisors and managers.
- Perform security checks of classified safes and FSO office, then maintain end-of-day logs for DSS review.
- Measure procedures for handling, storing, safekeeping, and destroying classified documents, and grant company personnel or visitors access to classified material or entry into authorized restricted areas.
- Execute the Classified Information Nondisclosure Agreement (NDA) (SF 312) before employees have access to classified information.
- Conduct briefings on the proper handling of NATO and CNWDI access to classified information.
- Maintain visitor control logs and direct the receptionist on badging procedures and proper handling of incoming mail. Establish procedures to ensure positive identification of visitors, appropriate PCL, and need-to-know personnel prior to the disclosure of any classified information.
- Establish procedures that ensure visitors are only afforded access to classified information consistent with the purpose of the visit.
- Verify a visitor's PCL level if a visit requires access to classified information.
- Provide physical security measures for classified sessions held at the Headquarters office, which provide control of, access to, and dissemination of the classified information, and, if necessary, provide secure storage capability.
- Conduct status checks with the appropriate investigative agency regarding pending investigations and periodic reinvestigations using JPAS and e-QIP systems.
- Maintain active JPAS, E-QIP, ISFD, and ACAVS accounts.
- Obtain and brief defense security, threat awareness, and other education and training information and material from the CSA or other sources.
- Support Industrial Security International initiatives and serve as POC to provide Duty of Care information, security briefings, and international emergency contact for urgent security-related matters to employees traveling to OCONUS.
- Change combinations of safes and cipher locks as required.
- Conduct self-audits and coordinate with DSS to facilitate inspections and audits of security programs and systems.
- Conduct all security investigations involving infractions within the NISPOM, complete a report of any violations, and distribute reports to required government agencies.
- Prepare reports and coordinate personnel security requirements with various government customers.
- Fingerprint personnel and submit results electronically for processing new clearances.
- Manage IT staff for security awareness and compliance for hardware, software, and networks for S 3 , Inc. and subsidiaries.
- Manage firewalls and intrusion detection systems. Monitors system performance and coordinates incident response and ramification activities.
Qualifications:
- At least 12 years of relevant security program development, management, documentation, and reporting experience.
- At least 5 years of experience using JPA.
- 12 years as a FSO in a DOD environment.
- At least 3 years of experience in preparing Contract Security Classification Specifications (Form DD254).
- At least 5 years of experience preparing employees to deploy OCONUS.
- 3 years executing NISPOM requirements.
- At least 5 years of experience briefing on the proper handling of NATO, CNWDI, and COMSEC access to classified information.
Education Required: Bachelor's Degree, Master's Degree preferred.
Security Clearance Required: Top Secret Clearance.
Certifications/Licenses: Must possess FSO Program Management Certification from CDSE.
