About the Job
The Department of Public Social Services (DPSS) is hiring a Facilities Support Supervisor located in Riverside. This position will work under the direction and report to the Administrative Services Officer for the Facilities Services Unit.
The Facilities Support Supervisor will oversee the day-to-day operations of the Facilities Support Center and lead a dedicated team of DPSS Technicians in providing services across 37+ sites throughout Riverside County. The incumbent will be assigned to the Facility Support Services Unit, which encompasses Maintenance & Support Services and the Warehouse & Special Projects Unit. Responsibilities include managing a centralized call center, collaborating with internal and external stakeholders to address maintenance needs, ensuring the safety and comfort of department-occupied spaces, and delivering project services such as minor staff moves and furniture reconfigurations. The Supervisor will conduct research and analysis, collect monthly and ad hoc transaction and statistical data, implement best practices for continuous quality improvement, and ensure effective facility services.
To service the requirements of the DPSS Facilities, the incumbent may be required to travel and work on an on-call schedule which may include occasional overtime including weekends, night shifts, and holidays depending on business needs.
The department desires supervisory, lead, and/or administrative experience in facilities management with a focus on call center operation; experience in managing multiple projects; experience communicating with all levels of personnel both internally and externally; experience gathering, creating, and tracking reports; a strong work ethic; accountability; a person who shows initiative, motivation, flexibility, and innovation; a person who is result and detail oriented; and committed to finding solutions when faced with barriers.
Candidates with an advanced level knowledge in ServiceNow, Managing Call Center Operations, and Microsoft Excel are highly desired and encouraged to apply.

EXAMPLES OF ESSENTIAL DUTIES
- Review, plan, and organize complex administrative assignments related to support services; provide guidance and review subordinate staff assignments; participate in the interview and selection of employees; evaluate the performance of subordinate staff.
- Oversee the management of inventories of facility supplies; make recommendations of new products; provide justification for purchases and draft request for funding documents.
- Coordinate and oversee service requests related to major moves and smaller installations for programs in DPSS district offices.
- Evaluate policies and procedures; make recommendations to improve efficiencies in the unit.
- Review and analyze budgetary needs for maintenance and/or projects; submit documentation for unbudgeted items; provide costing recommendations to improve cost effectiveness; monitor resource allocations.
- Review facilities project requirements; review invoices for deployed and active support service requests.
- Act as a liaison with vendors, contractors, and property management; communicate contractor needs with multiple stakeholders.
- Schedule projects, inspections, and job walks. Ensure compliance with department standards while seeking opportunities to implement effective process changes.
- Conduct quarterly field visits to all DPSS offices to build strong customer relationships, foster collaboration, enhance communication, and align team goals with each office's needs.
- Provide direction for staffing, workflow, and space utilization; assist in budget development and monitoring.
- Review reporting data to plan Facilities Support projects, assess turnaround times for improvement, and regularly meet with stakeholders and vendors to address departmental needs.
- Evaluate unit operations for continuous improvement, follow up on support service requests, and ensure quality assurance and county safety standards are met.
- Review budgetary needs for buildings, supplies, and staffing; provide relevant justifications and information for vendors to meet departmental needs.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree preferably with a major in accounting, business or public administration, finance, or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
Experience: Two years of professional level experience in which one year was in a lead or supervisory capacity in custodial, materials management, customer services call center, building security and monitoring or building maintenance including some responsibility for purchasing, supply inventory, and/or asset evaluation.
Knowledge of: Cal OSHA standards; ADA regulations; County Safety rules and regulations; DPSS policies and procedures; construction and safety standards; project planning standards; construction costs and job estimates.
Ability to: Read, interpret, and understand blue prints and safety reports; maintain effective working relationships; analyze lease information and product service bids; estimate work load and resources needed; analyze billing information and invoices; supervise the work and assignments of subordinate staff.

License: Possession of a valid California Driver's License may be required at the time of hire.
Schedule: Incumbents may be required to participate in a mandatory on-call schedule which my include working nights, holidays, and weekends.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
