About the Job
The Riverside County Sheriff's Office is accepting applications for a Facilities Project Manager I and Facilities Project Manager II for their Project Management Office in Riverside; projects will be located throughout Riverside County.
These positions prov ide technical management of a variety of construction, alteration and repair projects and architectural-engineering studies, including space management and facilities or furnishings planning and implementation; performs construction design; assists in the administration of construction contracts; performs other related duties as required.
These positions are responsible for scoping, planning, and developing estimates; v ertical construction and horizontal construction; job walks with personnel; working in the jails, administrative buildings, and coroner offices; and managing projects from project initiation to the project close-out phase.
Competitive candidates will possess field/construction management experience.
The level at which the position will be filled is at the discretion of the department.

Hourly: $35.14 - $45.57

Facilities Project Manager II
Hourly: $39.35 - $51.03

The Facilities Project Manager I is the entry level classification in the professional Facilities Project Manager series and reports to an appropriate supervisory level classification. Incumbents are assigned to departments that are authorized to construct public works projects and to provide ongoing project management oversight. Incumbents in the Facilities Project Manager I classification receive office and field assignments of a less complex nature on a training basis. As incumbents develop a variety of architectural/engineering skills and abilities, more difficult and responsible construction and engineering work is assigned.
The Facilities Project Manager I is a natural progression underfill for the Facilities Project Manager II. Incumbents are eligible to promote to Facilities Project Manager II after receiving a satisfactory performance evaluation and meeting the educational, experience and certification requirements. Failure to meet the requirements to promote will result in incumbents either being returned to former County job classification or new hires being released prior to the end of their initial probationary period.
The Facilities Project Manager II is the fully qualified, journey level classification in the professional Facilities Project Manager series and reports to an appropriate supervisory level classification. Incumbents are assigned to departments that are authorized to construct public works projects and to provide ongoing project management oversight. Incumbents are characterized by performing technical management of a variety of routine to moderately complex construction projects, alteration and repair projects and architectural-engineering studies with limited supervision. Closer supervisory control is exercised over the more difficult work.

EXAMPLES OF ESSENTIAL DUTIES
Facilities Project Manager I
•Assist in coordinating the development of project concepts and requirements with County department officials to ensure project design is compatible with needs; assist in preparation of project concept proposals and cost estimates.
•Assist in managing and coordinating the scope, schedule, budget and quality of projects from planning, land acquisition, design, and environmental analysis to construction.
•Assist in the preparation of Requests for Proposals and in the selection of architect-engineering (A-E) firms for designs and/or studies; assist in the review and analysis of A-E firm design/study submittals for compliance with County and engineering standards and for appropriate design applications.
•Assist in preparation of recommendations relative to complex A-E firm design and material submittals; assist in monitoring construction management and inspection efforts of A-E firms.
•Assist in preparing and/or copying construction design documents, including specifications and drawings for building projects; conduct research and feasibility studies; prepare correspondence and reports as needed.
•Communicate County needs and desires to A-E and construction firms; review and analyze A-E firm design/study submittals for compliance with County and engineering standards and for appropriate design applications.
•Assist in preparing recommendations relative to A-E firm design and material submittals; monitor construction management and inspection efforts of A-E firms.
•Prepare and/or copy construction design documents, including specifications and drawings for building projects; conduct research and feasibility studies.
•Prepare correspondence and reports as needed.
Facilities Project Manager II

•Communicate County needs and desires to A-E and construction firms; review and analyze A-E firm design/study submittals for compliance with County and engineering standards and for appropriate design applications; direct and review the work of project personnel and contractors in all phases of work.
•Prepare recommendations relative to complex A-E firm design and material submittals; monitor construction management and inspection efforts of A-E firms.
•Resolve conflicts between cost and technical constraints, legal and regulatory requirements and user needs.
•Prepare and/or copy construction design documents, including specifications and drawings for building projects; conduct research and feasibility studies.
•Prepare correspondence and reports as needed.
MINIMUM QUALIFICATIONS
Facilities Project Manager I
Option I:Education:Graduation from an accredited college or university with a bachelor's degree in engineering, architecture, construction or business management, business administration, or a closely related field to the assignment. (Additional qualifying experience in assisting in the development of project schedules, updating schedules throughout the design process, tracking construction budgets, managing requests for information (RFI's), and coordinating design submittals may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)
Option II:Certificate: Possession of a Project Management Certificate.
AND
Experience: Three years of assisting in the development of project schedules, updating schedules throughout the design process, assisting in tracking construction budgets, managing RFI's, and coordinating design submittals. Incumbents must gain possession of a Project Management Certificate within twelve (12) months of date of hire. (Additional qualifying education in engineering, architecture, construction or business management, or a closely related field may substitute for the required experience on the basis of one year of experience equaling 30 semester or 45 quarter units of education.)
Facilities Project Manager II
Option I:Education:Graduation from an accredited college or university with a bachelor's degree in engineering, architecture, construction or business management, business administration, or a closely related field to the assignment.
AND
Experience: One year of professional level engineering, construction or project management, which included responsibility for developing and updating project schedules throughout the design process, tracking construction budgets, managing RFIs (request for information), and coordinating design submittals equivalent to a Facilities Project Manager I with the County of Riverside. (Additional qualifying experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience.)
Option II:Certificate: Possession of a Project Management Certificate.
AND
Experience: Four years of professional level engineering, construction or project management, which included responsibility for developing and updating project schedules throughout the design process, tracking construction budgets, managing RFIs, and coordinating design submittals equivalent to a Facilities Project Manager I with the County of Riverside. (Additional qualifying education in engineering, architecture, construction or business management, or a closely related field to the assignment may substitute for the required experience on the basis of one year of experience equaling 30 semester or 45 quarter units of education.)
Other Requirements (All Options)
License: Possession of a valid California Driver License.
Travel:This position will require incumbents to travel throughout Riverside County.
Knowledge of:The principles of architectural design and facility construction; structural, electrical, and mechanical engineering construction; materials used in facilities construction; Uniform Building Codes, local, state, and federal building construction regulations, and other pertinent safety or construction requirements; building construction cost estimating and contract change order negotiations; budget preparation.
Ability to: Develop and evaluate design and construction standards and criteria; understand, interpret, apply, and enforce codes, regulations, specifications, schedules, and contract provisions; perform calculations used in construction design and cost estimating; communicate effectively in oral and written form; establish and maintain effective working relationships with architects, engineers, contractors, and various public officials.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
