About the Job
Responsibilities:
- Coordinate facilities planning, programming, project execution, facilities maintenance, and obligation of facility funds for the Pacific Naval Construction Forces worldwide.
- Analyze and evaluate both present and future facility requirements for assigned NCG 1 units.
- Manage the allocation of facilities resource funding and performs facility command assessments.
- Responsible to carry out an effective 2-year M1R1/M2R2 Maintenance Action Plan, develop a 10-year master plan to include 1391s for future MILCONS/facility replacements, and oversee and help prioritize the basic trouble ticket backlog.
- Coordinate with NAVFAC, Army Corps of Engineers, and other service engineering support commands to accomplish required facility projects.
- Prepare all necessary command documentation required for project development and oversees the entire process from project inception to project completion.
- Responsible for evaluating services, which relate to or lead to improved utilization of programs, such as the Facilities Management Program and the Camp Maintenance Program for NCG 1.
- The incumbent is responsible for comprehensive in-depth management studies which have a direct impact on future construction planning and execution.
- Responsible for identifying funding resources for subordinate commands; implementing team studies which influence or guide recommendations and/or change already established programs.
- Conduct project studies which translate personnel loading, personnel training periods, out-loading requirements, and similar logistic information into facilities requirements.
- Responsible for the development, review, and validation of command-level Basic Facility Requirements (BFRs) for all assigned units.
- Prepare and maintain on-hand (physically or electronically) engineering drawings, maps, charts, card files and similar records to reflect requirements, assets and facility deficiencies and excesses to meet present and projected missions.
- Receive project requests for space allocations and facilities improvements from assigned NCG 1 units.
- Consult with the requester and determines acceptance, rejection, or modification of the requests.
- Prepare activity submissions and justifications for updating Basic Facilities Requirements (BFRs) and is responsible for ensuring validated BFRs are submitted to responsible NAVFAC planners for input into iNFADS (NAVFAC facility data base system).
- Secure and/or prepares justification for new facilities, cost estimates, environmental impact assessments and other backup material.
- Serve as the primary SME in the coordination, and execution of the facilities portion of NECC Inspector General (IG) Command Assessments.
- Provide guidance to facilities inspectors and NCG 1 subordinate facilities managers. The incumbent is also responsible for performing facility Command Assessments (CAs) in conjunction with NECC IG Inspection Teams.
- Develop NCG 1 facility operating costs and provides budget input to the NCG 1 logistics Officer for the upcoming fiscal year.
- Monitor Inter-service Support Agreements between NCG 1 units and host commands for various support services such as utilities and facility maintenance and submit recommended changes to NCG 1 Chief Staff Officer as necessary.
- Serve as the primary POC in support of NECCPAC Facilities requirements. To include generating said requirements, consolidating NCG1’s Integrated Priority List (IPL) for CDRE approval, any other taskers/data calls from NECCPAC Facilities.
- Provide input for the annual SRM budget execution plan from the Annual Inspection Summary (AIS), which identifies NCG 1 critical and non-critical facility deficiencies.
Qualifications:
- Skills in typing/keyboarding, organizing, and Microsoft Office Professional applications including Word, Excel, PowerPoint, and other applicable programs.
- Technically proficient in or have basic knowledge of warehouse and inventory management.
- Knowledge of basic concepts and formats of Navy correspondence.
- Knowledge of facilities maintenance and master planning, how to generate 1391s and BFRs, Maximo, etc.
- Knowledgeable of NCG 1 Facilities Program policies and objectives
- Understand how NAVFAC and NAVFAC Public Works operates, particularly Asset Management, Facilities Maintenance Division and the FEAD, is also desired, but not required.
- Professional applications, use of LAN computing operations, analyzing problems, and generating flowcharts.
- Ability to identify process inconsistencies, collect the necessary data, establish facts, and take or recommend corrective action in accordance with established guidelines.
