About the Job
The County of Riverside's Department of Public Social Services (DPSS) seeks a Facilities Planning Supervisor for their Facilities Planning unit located in Riverside. The Facilities Planning Supervisor will supervise DPSS Facilities Project Planners who are responsible for supporting and managing over 1.1 million square feet of facility space.
This position may require occasional overtime, weekend and night shifts depending on business needs.
The selected candidate will direct the work of Facilities Project Planners pertaining to new hire classes and facility consolidation efforts as part of the department's strategic plan. The Facilities Planning Supervisor will be responsible for various construction and remodeling projects, infrastructure projects, and security upgrades. They will oversee the coordination of logistics for office moves, design, construction, and modifications; provide oversight and support for build-to-suit construction projects, furniture reconfigurations, furniture replacements, and maintenance. The Facilities Planning Supervisor will also make recommendations for new and existing facility standards, and recommendations for consolidation, and collaborate with County Facilities Management in architectural and design planning functions. Additionally, the incumbent will be responsible for facility budget preparation and control, and general business activities of a Facilities Planning unit.
Competitive candidates will possess the ability to read design plans, construction background, AutoCAD experience, knowledge of building codes, and strong verbal and written communication skills. Lastly, the department desires candidates with supervisory/lead experience; a Project Management Professional (PMP) certification and/or certificate in Lean Six Sigma; Adobe experience; Micro Soft Excel, Project, and Outlook experience.

EXAMPLES OF ESSENTIAL DUTIES
• Supervise, mentor, coach, and provide technical support for subordinate staff members; provide oversight and project management for subordinate staff members; assign project workload and manage project portfolios.
• Prepare, manage, and monitor budgets for all departmental facilities projects; review cost proposals and invoice verifications from vendors; conduct detailed bid review processes.
• Prepare documents for executive management review; provide recommendations for facilitation of space solutions; provide updates and attend management meetings.
• Coordinate the development of project concepts and requirements with department officials to ensure project design is compatible with needs; oversee the preparation of project concept proposals and cost estimates.
• Write and communicate Requests for Proposals and participate in the selection of architect-engineering (A-E) firms for designs and/or studies; review and analyze A-E firm design/study submittals for compliance with County and engineering standards and for appropriate design applications.
• Prepare recommendations relative to complex A-E firm design and material submittals; monitor construction management and inspection efforts of A-E firms.
• Oversee the preparation of construction design documents including specifications and drawings for building projects; conduct research and feasibility studies.
• Resolve conflicts between cost and technical constraints, legal and regulatory requirements, and user needs.

MINIMUM QUALIFICATIONS
Education: Graduation from an accredited college or university with a Bachelor's degree in engineering, planning, architecture, interior design, construction or business management, business administration, or a related field to the assignment. (Possession of a project management certificate from an accredited college or university may be substituted for the required education).
Experience: Three years of journey level experience in developing, maintaining, and applying County space management guidelines and standards, and performing the full range of complex space management and facilities/furnishings planning and implementation duties. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full time experience).
Knowledge of: The principles of architectural design and facility construction; structural, electrical, and mechanical engineering construction; materials used in facilities construction; Uniform Building Codes, local, state, and federal building construction regulations, and other pertinent safety or construction requirements; building construction cost estimating and contract change order negotiations; budget preparation; AutoCAD system and Microsoft Project; construction guidelines and practices; ADA guidelines; and Remedy system.
Ability to: Develop and evaluate design and construction standards and criteria; understand, interpret, apply, and enforce codes, regulations, drawings, furniture plans, specifications, schedules, and contract provisions; perform calculations used in construction design and cost estimating; communicate effectively in oral and written form; establish and maintain effective working relationships with architects, engineers, contractors, and various public officials.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
