Job Summary: Develops and plans both NEXCOM short and long-range capital improvement projects for both internal workforce and external construction contract execution in support of Navy Exchange, Navy Lodge, and Navy Gateway Inns and Suites. Duties and Responsibilities: - Identifies and develops detailed facility project packages in support of annual capital improvement programs. Investigates facility conditions to inform development of project scope and method of future execution of infrastructure projects. Coordinates with Regional/District Facility manager, design tech, operations, and customers to facilitate well-informed project development and execution strategies. - Performs site evaluations, material research, material take-offs, and other investigative efforts to generate project scopes of work, project phasing plans, specifications, scheduling, and other deliverables related to technical functionality and project execution. Works with numerous stakeholders to ensure projects meet customer requirements within fiscal limitations. - Works with other planning personnel and design technicians to produce project layouts, floorplans, demolition plans, and other supporting documentation to clearly communicate project concepts and work to be performed. Ensures building codes, NEXCOM standards, and governing instructions are followed in the development of project requirements and in accordance with installation public works comments/approvals. Ensures all facilities plans conform to applicable base master plans; site approvals, environmental regulations, energy conservation initiatives, and applicable building, electrical, life safety, fire suppression, fire protection, sanitation, plumbing, HVAC, and life safety codes. - Prepares cost estimates for procurement of materials, required labor hours, and equipment ordering for renovations and alterations of existing NEXCOM facilities. Works with general managers, lodging directors, maintenance supervisors, and other personnel to understand, refine, and influence projects to deliver cost effective, feasible solutions for execution. Prepares requests and justifications for submission of projects to NEXCOM HQ. - Provides construction/building inspection/permit routing services for Public Private Venture (PPV) (food vendor) projects as well as technical support for internal projects. Establishes and maintains liaison with local Base operations including Fire, Safety, Environmental, and NAVFAC Engineering to ensure a seamless continuum of plans, inspections schedules, work permits, and engineering assistance where required. - Develops narrative language that describes project scope, specifications, and other critical information for incorporation into contract documents. Develops detailed descriptions, government estimates, and other contractual language as part of requests for quotations/ proposals. Works with facilities and contracting personnel to provide technical support on projects as required. Ensures successful execution of work by contractors. - Must possess a valid state driver's license. May be required to travel up to 20% of time annually in connection with performing job duties and responsibilities. Performs other related duties as assigned. - Works under the general supervision of the Regional/District Facility Manager. Work is performed independently within the framework of program objectives, policies and procedures established by NEXCOM and other authorities. Work is reviewed for regulatory and procedural compliance in terms of overall efficiency in providing facilities support. Qualifications: GENERAL EXPERIENCE: Three years responsible experience which provided the applicant with a knowledge of general maintenance/renovation concepts and facility operational systems; material take off and renovation project scheduling procedures; development of statements of work for contract execution of construction, renovation, or facility repairs, budget and report preparation, and practical experience in trade, craft or maintenance work incorporating operation, maintenance, and repair of a variety of operating equipment, buildings, utility systems, etc. General experience consisting of routine duties that did not require technical knowledge or judgment is not considered qualifying. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: One year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute, may be substituted for nine months of experience, up to a maximum of a four-year bachelors degree for three years of general experience. AND SPECIALIZED EXPERIENCE: Two years of progressively responsible experience which provided a background in the coordination of construction/renovation projects, cost estimating and procurement of construction/renovation projects materials; knowledge of commercial facilities planning including accepted drafting practices and principles; development of floor space, utility and equipment layouts with optimum space utilization; compiling interior design packages, technical statements of work, and providing technical assistance, or similar work that demonstrated the level of work for the position.
