Position Overview: Edgesource is seeking an Expert Program Analyst to conduct program oversight to include systems engineering, integration, technical performance analysis, governance and policy.
This position requires all duties to be performed full-time / onsite in the Bethesda, MD area.
Job Duties:
• Assist with developing strategic goals and objectives, ensuring technical feasibility with respect to strategy, developing and maintaining knowledge management repository, assist with project planning and management, and provide program and enterprise integration of projects.
• Analyze portfolios of systems, tools, applications and develops enterprise artifacts required for implementation, develop standard processes, manage portfolios, develop and refine decisional documents for senior-level review, perform resource allocation analysis, develop metrics and provide performance summaries.
• Identify and assess capabilities and provides enterprise-based technical and implementation recommendations, coordinate and facilitate technical exchange meetings, provide technical subject matter expertise at meetings, develop and manage incorporation/integration of solutions into multiple enterprises, including defining/mitigating issues, decision points and other dependencies, assess architecture to determine issues, develop data engineering strategy, define test plans and evaluation strategies.
• Develop recommendations for incorporation of new technologies, develop evaluation criteria to assess emerging technologies, evaluate how technologies could interface with existing or proposed solutions, develop transition plans to incorporate new technologies, perform configuration management for all program documentation, develop market and business analysis.
• Develop policies and support governance and decision-making, develop and oversee projects from development through O&M, provide strategies to account for multiple development methodologies (e.g., Software Engineering Lifecycle, Six Sigma, Scrum, Agile).
• Perform complex analysis (including use of statistics) and communicate the results using accurate, concise, and effective writing and through descriptive and graphical representations.
• Provide briefings, papers, and presentations at senior levels.
Required Qualifications:
• Possess an active TS/SCI with polygraph security clearance
• Bachelors and 10+ years of related work experience
• 7 years experience in support of the Intelligence Community Desired Qualifications (NOT REQUIRED):
• Master's/PhD degree or advanced education in relevant field
• Experience in IC strategy, planning processes, documents
• Significant knowledge of IC structure and capabilities
• Experience in quantitative analytic projects
