About the Job
Riverside University Health System-Medical Center (RUHS-MC) is currently recruiting for an Executive Director for our Nursing Administration department. This is an exempt position that will serve as primary support to the Chief of Patient Care Services/ Chief Nursing Officer , and will conduct administrative assessments and recommend to the CPCS/CNO, or COO as directed, and other governing boards, the formulations, revision, and implementation of policies, procedures, best practices, and strategies to achieve collaboration with physicians, customers, and other RUHS-MC or County departments in order to best utilize nursing specialty areas for optimal patient outcomes. Depending on area of assignment and experience/certification, the position may direct, through subordinate managers, nursing subspecialty areas.
The primary responsibility of this position will be to oversee our Critical Care departments which consist of the following: Adult Critical Care Units (MICU & SICU), Emergency Department (ED), Trauma, Disease Specific Programs and the Respiratory Department. Experience with developing a shared governance model to promote accountability, responsibility and empowerment of the frontline staff.
The Executive Director, RUHS is a director level classification and reports to an RUHS-MC Chief. This class is characterized by the responsibility to direct and coordinate, through key management staff, patient-centered and customer-based services, as well as business and capital operations in the areas of general administration, research and grant writing, clinical support services, fundraising, and quality and performance excellence as listed below.
Nursing Administration: The Executive Director, RUHS for Nursing Administration serves as primary support to Chief of Patient Care Services/ Chief Nursing Officer , and will conduct administrative assessments and recommend to the CPCS/CNO, or COO as directed, and other governing boards, the formulations, revision, and implementation of policies, procedures, best practices, and strategies to achieve collaboration with physicians, customers, and other RUHS-MC or County departments in order to best utilize nursing specialty areas for optimal patient outcomes. This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (2) of the County Management Resolution and serves at the pleasure of the Assistant County Executive Officer - Health System.
This class has been deemed eligible for the Performance Recognition Plan as set forth under Article 3, Section 311(B) of the County Management Resolution. Program eligibility requires employees to be in a leadership position, manage other employees or programs, and have significant influence on the achievement of organizational objectives.

EXAMPLES OF ESSENTIAL DUTIES
• Responsible for planning, directing, and coordinating services, activities, programs, and daily operations to ensure quality patient care in accordance with accreditation and regulatory standards for healthcare.
• Direct, through key management staff, the compliance of services and business operations with the governing board policies and with the regulations of the Centers for Medicare and Medicaid and the U.S. Department of Health and Human Services Health Resources and Services Administration.
• Develop and implement strategic plans, research projects, short-term and long-term goals, and measurable objectives to continually improve the quality and delivery of medical center, and community-based FQHCs.
• Consult with and advise the RUHS-MC executive management and governing boards on problems relating to operations and support services; direct changes in procedures in assigned divisions.
• Lead and manage the coordination of patient-centered and customer-focused care and services of the medical center.
• Oversee the business operations, productivity, and workflow at the medical center; ensure efficient delivery of quality and cost effective patient care.
• Direct, through key management staff, the preparation of budgets and allocation of funds based on studies of costs, review of departmental budget estimates, familiarity with operating procedures, and discussions with the RUHS Chief Finance Officer and governing boards; develop and secure grants or contracts for services.
• Select, assign, direct, and evaluate the performance of subordinate personnel; conduct staff meetings with department managers and subordinate personnel.
• Conduct various types of research studies of population and economic trends and other factors related to the quality and delivery of services provided by the medical center.
• Recommend to the RUHS-MC CEO governing boards, the improvement of the medical center departments, including construction or renovation of structures and purchase of new equipment, based on personal inspection of premises, consideration of RUHS policies, and knowledge of community needs and resources.
• Interpret governing board, as well as RUHS, policies, objectives, and operational procedures to department managers and administrators.
• Represent RUHS on a variety of policy, governmental relations and legislation matters; collaborate with city, county, state, and federal legislative staff regarding policy, projects and initiatives; provide strategic review and counsel on public policy issues.
• Resolve problems with department managers and assistant administrators concerning such items as staffing, and equipment and supplies; meet with staff members to interpret changes in operational procedures.
• Meet with members of the community to promote good public relations for the medical center.
• Attend meetings of professional, civic, and service organizations as a representative of RUHS.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with a master's degree in business, nursing, healthcare, public administration, organizational development, or a field related to the area of assignment. (Two years of additional full-time, senior medical center administration experience in a two-hundred bed or larger acute care hospital may substitute for the master's degree.)
Experience: Three years of senior management level experience which included responsibility for directing healthcare administrative or capital programs in a two-hundred bed or larger accredited acute care hospital or in a large health services organization.
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in business, nursing, healthcare, public administration, architecture, engineering, or a field related to the area of assignment.
Experience: Six years in a managerial capacity in a hospital or health services organization which included responsibility for directing health capital programs.
ALL OPTIONS
Knowledge of: Joint Commission, Health Resources and Administration, and federal and state regulatory standards related to healthcare; principles of effective management and organization, including personnel management and laws relating to healthcare administration.
Ability to: Plan and execute a large scale healthcare, administrative, or capital program, including the preparing and monitoring of budgets; develop contracts or grants; establish and maintain cooperative relationships with the general public, medical, ambulatory care and other professional groups, and other public agencies and departments of government; prepare comprehensive fiscal and administrative reports; develop plans for more effective utilization of personnel; analyze organization, administrative and personnel problems, and implement sound solutions; comprehend, interpret, and apply laws, rules, regulations, and procedures affecting medical or healthcare services.
OTHER REQUIREMENTS:
License/Certificate: A valid California Driver's License may be required.
Possession of a current license to practice as a Registered Nurse in the State of California. (Persons eligible for certification as a Registered Nurse in the State of California may be employed pending receipt of license.
Possession of a current BLS certification in the State of California.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013.As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
ANNUAL LEAVE (Bi-Weekly Accrual):
0 < 36 months = 8.92 Hours
36 to <108>108 or more months = 12.00 Hours
Maximum Annual Leave accumulation is 1,800 hours. Employee may receive pay in lieu of up to 80 hours per calendar year. Agency/Department Head may approve an additional 80 hours.
-Annual Leave for Unrepresented Management Attorneys:
Maximum Annual Leave accumulation is 2,000 hours. Refer to Article 22 of the Management Resolution for a list of job classifications included.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: 5 days (3 days are County paid; 2 days can be taken through use of accrued leave balances).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
