About the Job
- 5 years of work experience in labor/member relations in a unionized setting, or law, and / or education leadership.
- Master's degree in education, business administration, public policy, or JD.
- Experience in K-12 education preferred.
- Negotiation and/or collective bargaining skills: proven ability to mediate disputes and negotiate with tact and diplomacy, and general knowledge of federal and state labor law.
- Strong oral and written communication skills.
- Ability to organize, prioritize and coordinate multiple projects at once.
- Advanced computer and technology skills.
- Initiative and sound judgement with an understanding of public policy.
- Demonstrates professionalism and instills trust in others.
- Financial and organizational management.
- Starting Salary: $126,000/year

- Hours – Full-time, frequent evenings, and some weekends as needed. Not eligible for overtime compensation.
- Location – In-person, Rockville, Maryland (no relocation provisions)
- Effective Start Date – June 17, 2024
- Promote the purposes of MCAAP as stated in the MCAAP governing documents (Constitution and Bylaws).
- Engage in best practices to effectively manage MCAAP as an association and labor union.
Operations Management
- Supervise the daily operations of MCAAP including overall management of office, human resources, financial and technology functions and monitoring compliance with federal, state, and local applicable laws and regulations.
Board of Directors and Committees
- Provide general guidance to the Board of Directors regarding management of MCAAP and information necessary for board discussions and decision-making.
- Serve as non-voting member of the Board of Directors and Executive Committee.
- Prepare draft agendas, discuss with president, and prepare board meeting materials for monthly and special Board of Director meetings.
- Serve as chief administrator and consultant to the president and Board of Directors on negotiated agreements with the Montgomery County Board of Education.
- Partner with MCAAP leadership to meet the needs of the organization and membership.
- Serve as advocate for MCAAP labor management interests with internal and external stakeholders.
- Engage in labor management meetings with various stakeholder groups.
- Cultivate relationships with the leadership of MCPS and of the two other employee unions –Montgomery County Education Association and Service Employees International Union Local 500.
- Serve as lead negotiator and actively participate in economic, non-economic and benefits negotiations for collective bargaining and impact bargaining agreements.
- Serve on collaborative committees between MCAAP and MCPS.
- Serve on collaborative committees between MCAAP and other unions.
- Oversee the management of membership, Sick Leave Bank, and other membership benefits.
- Monitor and compare receipt of member dues payments to membership records.
- Oversee the nominations and election process of the chapter cabinet officers.
- Oversee the nominations and election process of the president, vice president, secretary, and treasurer.
- Understand, interpret, and respond to inquiries from MCAAP members regarding the negotiated agreement of all three unions.
- Serve as an advocate and resource for members.
- Counsel members and engage in individual member advocacy including representation in grievance and administrative complaint meetings and hearings on behalf of and in support of members.
- Maintain comprehensive membership records.
- Manage finances, develop association budget, and monitor MCAAP’s financial status.
- Supervise day-to-day financial functions including approval of expenses/expense vouchers and supervision of bookkeeping contractor.
- Collaborate with the elected Treasurer to provide monthly updates to the Board of Directors.
Organize, evaluate, update, and manage MCAAP member programs including professional development and awards.
- Manage all aspects of membership meetings, as well as Summer Leadership Conference.
- Frequently communicate with members regarding association/union related business and membership benefits.
- Perform other duties as assigned by the president and Board of Directors.
About MCAAP:
MCAAP is the employee organization- union-within the Montgomery County Public Schools that represents the certificated and non-certificated administrators and supervisors. These positions are covered by two recognized units The Montgomery County Association of Administrators and Principals (created in 1981 and formerly known as MCAASP) and the Montgomery County Business and Operations Administrators (MCBOA, created in 2008). The two units within MCAAP work together through a combined and representational leadership with a Board of Directors and chapter organization. The organization continually works to improve the educational process for students by helping members become more effective in their various roles as educational leaders. Provide a single, coordinated voice for members to promote and preserve sound administrative practices Address the interest of members through political and legislative action, community outreach and education Initiate and encourage cooperative efforts with professional organizations and others to promote and give leadership in matters of mutual concern. Represent members on educational and professional concerns and to advance and protect the professional status and welfare of members. Serve as the exclusive collective bargaining representative for all administrators and supervisors in the Montgomery County Public Schools. MCAAP is an active partner with the school system and the two other employee organizations which represent the teachers and the support professionals.
