General Description
Performs highly advanced (senior-level) managerial work providing direction and guidance in strategic operations and planning. Work involves providing strategic direction, establishing goals and objectives; overseeing the development and implementation of policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Employees in this classification oversee 1) multiple departments or divisions, 2) a department or division that has complex administrative functions, or 3) a large or highly specialized work force or a work force with a wide array of management level positions.
Examples of Work Performed
Directs program activities and/or business functions for Workforce Solutions of Central Texas System (WSCT).
Oversees budget and reviews and approves major expenditures; and ensures that requirements of funding sources are met.
Manages and directs program and system expenditures and strategies to compensate for budget fluctuations.
Directs activities to pursue grants and other diversified funding opportunities.
Oversees the collection, organization, analysis, and preparation of reports and studies, including management, productivity, and financial reports.
Oversees, establishes, and implements goals and objectives consistent with WSCT's strategic plan; and develops and oversees standards for achieving those goals.
Oversees and/or plans, develops, implements, and monitors policies, procedures, and guidelines; and ensures compliance through consistent monitoring.
Develops and oversees the implementation of long-range and short-term plans.
Develops and implements techniques for evaluating program activities and/or business functions; and identifies need for changes.
Represents the agency at business meetings, hearings, trials, legislative hearings, conferences, and seminars.
Serves on community and industry boards, panels, and committees.
Reviews results of special investigations, internal audits, research studies, and forecasts to provide direction and guidance.
Participates in activities related to the legislative process including responding to legislative requests for information, providing legislative testimony, and overseeing the implementation of legislative changes.
Participates in and/or oversees strategic communication efforts.
Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
Reviews the performance of key management positions.
Supervises the work of others.
Performs related work as assigned.
General Qualification Guidelines
Experience and Education
Experience in workforce programs and policies, budgeting, and leadership. Graduation from an accredited six-year college or university with major coursework in educati n, social service, or business administration. Up to two years of experience and education may be substituted for one another.
Knowledge, Skills, and Abilities
Knowledge of local, state, and federal laws related to a wide array of workforce programs; public administration and management techniques; budget processes; training and marketing techniques; and program management processes and techniques.
Skill in identifying measures or indicators of program performance.
Skill in use of Microsoft Office, program-specific software, and general use of computer in a Windows environment.
Ability to analyze facts and use data to drive decision making; to devise solutions to problems; to market programs; to understand and prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to serve as a lead worker providing direction to others.
Registration, Certification, or Licensure
Participation in the Workforce Solutions of Central Texas Professional and Master Level Apprenticeship Programs preferred.
