Position Overview
Our client, a well-established organization with a strong partnership with its CFO, is seeking an Executive Director, Actuary to lead actuarial functions and drive strategy in their health plan lines of business. This position is critical to ensuring actuarial soundness, improving profitability, and supporting compliance with state and federal requirements.
The ideal candidate will bring extensive healthcare actuarial expertise, including Medicaid, Medicare Advantage, and Commercial health plans, along with strong leadership and analytical skills.
Key Responsibilities
- Lead actuarial efforts to ensure the financial soundness of health plan lines of business.
- Analyze claims trends, investigate anomalies, and track member risk scores to support risk adjustment analysis.
- Conduct ongoing analysis and monitoring of utilization trends.
- Support key actuarial filings, including ACA Marketplace rate filings, annual Medicare bids, and Statements of Actuarial Opinion.
- Collaborate with external consultants and internal staff on annual Medicare Advantage rate filings.
- Assess Texas Health & Human Services Commission’s (HHSC) development of annual Medicaid rates.
- Participate in the annual budget process and review work papers from Finance staff as needed.
- Provide ad hoc reporting and analysis to executive-level management.
- Mentor and guide entry-level actuarial analysts.
Minimum Qualifications
- Education:
- Bachelor’s degree in Actuarial Science, Mathematics, Finance, or a related field.
- Experience:
- Minimum 5 years in the actuarial industry with expertise in healthcare actuarial functions.
- Specific experience with Medicaid, Commercial, or Medicare Advantage plans, including rate negotiations and regulatory filings.
- At least 3 years of management experience preferred.
- Experience with managed care and state/federal government programs preferred.
- Proficiency in medical claims trends, reserving, forecasting, and pricing.
- Technical Skills:
- Advanced knowledge of Excel.
- Proficiency in computer coding (SQL/SAS).
- Certifications:
- Associate of the Society of Actuaries (ASA) and Membership in the American Academy of Actuaries (MAAA) preferred.
Skills and Competencies
- Strong analytical skills with the ability to interpret complex data.
- Effective communication skills to present complex analytical results to stakeholders.
- Leadership skills to mentor and support junior staff.
- Experience interacting with regulatory bodies, including CMS or state/federal entities, is preferred.
