Position Summary:
Silver Lake Construction, LLC (a federal government contractor) is seeking a qualified Estimator/Scheduler (a corporate position) whose responsibilities encompass the development of cost estimates for larger building and civil projects typically valued in the $2m to $25m range. Silver Lake Construction’s Estimator reports to Silver Lake Construction’s VP of Operations or the business unit’s Project Executive/Program Manager depending on the circumstances. The Estimator/schedulers will work with Silver Lake Construction’s various project teams to provide dedicated estimating subject matter expertise to develop cost estimates for the larger design-bid-build, design-build, and Job Order Contracting (JOC) projects that Silver Lake Construction pursues.

Manage all aspects of developing cost estimates and other pre-construction related services for civil and building projects with an approximate volume of $2 -$25 million that results in an annual capture of $20 to $30 million of new contracts at a selling price that covers all direct job costs, Silver Lake Construction Overhead and a reasonable profit to the organization.
Scope of Scheduler Position:
- A P6 Scheduler is a skilled role that involves creating and managing complex schedules using Primavera P6.
- The scheduler is responsible for developing, monitoring, and updating resource-loaded schedules.
- Will also perform critical path analysis, prepare reports, and develop cash flow reports.
- The scheduler identifies project changes, trends, risks, and opportunities.
Essential Functions of Estimator/Scheduler position:
- Strong working knowledge of civil, architectural, structural, mechanical, and electrical disciplines and the capacity to understand unique project requirements.
- Strong analytical skills and the ability to effectively use a variety of estimating, scheduling, and reporting software tools.
- The ability to effectively communicate with management, subcontractors, customers, and peer groups.
- Ability to travel to different job sites within a designated geographical area.
Essential Duties & Responsibilities:
- Create detailed cost estimates that are organized by CSI and arranged to follow the pricing format required by the project;
- Provide high-level scoping of the project to create the estimate summary and outsourcing strategy;
- Develop Statement of Works / Scope Summary Sheets for all bid packages required for each project through direct and indirect effort to include involving Silver Lake Construction operations personnel to make sure the scopes are complete;
- Facilitate outreach to subcontractors and supply community directly and indirectly by delegating outsourcing responsibility to others to obtain no less than three proposals for each bid package;
- Visit project work sites, participate in pre-proposal meetings, clarify the scope of work, and prepare RFI’s;
- Evaluate projects for constructability and value-engineer cost savings;
- Work closely with Silver Lake Construction project operations personnel and other stakeholders to develop strategy, competitive differentiation, and an overall understanding of the project;
- Develop and manage the pre-proposal RFI process and list of clarifications and exceptions to Silver Lake Construction’s offer;
- Work with Silver Lake Construction’s Contract Administrator and Director of Finance to prequalify subcontractors to manage risk;
- Participate in subcontractor outreach activities to understand and nurture Silver Lake Construction’s relationship with our supply chain;
- Understand and seek out specialty subcontractors and suppliers that fulfill the unique requirements of the project that we pursue;
- Develop and/or manage the development of a preliminary bid schedule;
- Understand Division 01 requirements and develop the General Conditions for the project;
- Develop self-performed estimates for the trades that we choose to self-perform;
- Work closely with subcontractors, suppliers, and other stakeholders through the bid process to understand and capture the complete scope of each trade in the scope summary sheets and the estimate at large;
- Manage bid receipt of subcontractor and supplier pricing to develop Silver Lake Construction’s final selling price and offer;
- Understand and manage Silver Lake Construction’s risk as part of the proposal preparation process;
- Participate in negotiating the final scope, price, and other terms with the project’s Owner and other stakeholders;
- Summarize the estimate into the accounting budget and turn over the project to operations via a deliberate process;
- On occasion, negotiate subcontracts and purchase orders to ensure that all project goals are being addressed;
- Participate in industry networking functions and engage in life-long learning activities;
- Create, monitor, and analyze project schedules in accordance with standard of best project practice
- Track, analyze, and report information appropriately to allow the project teams to manage their projects and evaluate weekly reports
- Ensure accuracy of project schedules and performed version control
- Co-ordinate project schedules, tasks, meeting updates, and efficient distribution of reports
- Prepare, implement, and monitor scopes of work using Work Breakdown Structure (WBS) for control and integrity
- Monitor projects’ progress, including identifying critical activities and reviewing forecasts and progress achieved to date
- Maintain project risk register to ensure that risks are effectively managed to minimize their impact on the schedule, scope, and budget of projects
- Track baselines, perform what-if analysis, and develop contingency plans
- Developing conceptual models for Business Capability traceability matrix to explain processes to all levels of users
- Perform coordination of cross-functional departments to identify project issues, monitor action items, and work with the project manager to ensure resolution.
Education & Experience REQUIREMENTS:
- B.S. degree in engineering or construction management with seven (7) to ten (10) years of experience with a commercial and/or industrial general contractor or 15+ years of directly related experience with no degree;
- A minimum of five (5) years of experience in government contracting is preferred;
- Demonstrated experience estimating, developing schedules, and managing self-performed work activities and subcontracted work;
- Proficiency in the use of project scheduling software such as Primavera P6
- High level of proficiency with Word, spreadsheets, email, and other software used in the construction industry;
- RS Means/clicks experience is preferred but not required;
Knowledge, Skills & Abilities Required:
- A strong working knowledge of construction means and methods associated with the renovation of commercial and institutional buildings and site work related thereto;
- Extremely detail-oriented with a demonstrated ability to organize and manage detailed analysis;
- Strong communication skills, both written and verbal
- Good analytical and planning skills.
- Ability to learn quickly and work under pressure in a fast-paced environment
- Excellent organizational and time management skills
- Good working ethics and ability to treat documents with confidentiality
- Ability to work effectively within a team setting and also to provide leadership when required to do so.
Working Conditions/Working Environment/Physical Demands:
- Some walking and standing are required. You may have to lift and carry equipment (i.e. books, tools) weighing approximately 10-15 pounds.
- Most of the work is performed indoors
- Work in the occupation involves making repetitive motions more than 1/3 of the time
- Requires standing for periodically
- Must be able to stand, stoop, kneel and bend
