@Orchard has been retained to assist our client, a Hawaiian native
super 8(A) firm with multiple professional services engagements in
Information Management, Supply Chain, Program Management, and technical
solutions. They are seeking a Senior Estimator/CTC Developer to join our
team in support of our Army Materiel Command (AMC)/United States Army
Environmental Command (USAEC) contract, supporting tasks in the areas of
cost to complete estimates, financial management, business process
improvement, internal control management, and audit response and
remediation relating to Environmental & Disposal Liabilities (E&DL)
audit readiness initiatives.
The ideal candidate should have experience in supporting both financial
management and DoD audit readiness initiatives, and/or E&DL-related
fields. The candidate will play a critical role in supporting
installations to write Cost to Complete (CTC) estimates. This Position
is 100% Remote Telework. Occasional travel may be required to conduct
training.
As a Senior Estimator, you will
- Assist the client with end-to-end Environmental & Disposal
Liabilities (E&DL) audit readiness initiatives.
- Work with installation POCs to gather documentation used to support
the development of clean-up packages.
- Ability to interpret feasibility studies, decision documents,
contracts, and other supporting documentation.
- Write annual Cleanup Cost-to-Complete (CTC) E&DL estimates across
the US Army Materiel Command (AMC), US Army Reserve Command (USARC),
and Base Realignment and Closure (BRAC). This will include iterative
revisions and responding to comments from QC review, Peer Review,
and Supervisory Review.
- Apply fundamental audit principles to concepts, processes,
practices, and procedures of Environmental & Disposal Liabilities.
- Assist with Environmental & Disposal Liabilities financial reporting
data calls and year-over-year variance analysis.
- Assist with comparative analysis and justification of fiscal year
requirements and the environmental cost estimates to assist with
accuracy and integrity of budget justifications and other various
environmental data submissions.
- Update relevant standard operating procedures (SOP) as appropriate.
- Apply expertise on multiple complex work assignments.
- Operate with appreciable latitude in developing methodology and
presenting solutions to problems.
- Contribute to deliverables and performance metrics where applicable.
- Knowledge of or ability to learn cost estimating software.
Experience and Qualifications:
- A minimum of 3 years of experience with environmental cleanup and
CTC estimates or 3 years of experience with either federal financial
management or DoD audit readiness.
- B.A. or B.S. in Environmental OR Business/Financial/Accounting
fields. Experience may be substituted for education.
- Professional services experience and/or experience supporting public
sector clients in a client-facing role.
- Environmental & Disposal Liabilities experience is strongly
preferred.
- Strong attention to detail; strong data/time management and
organizational skills; strong verbal/written communication skills;
self-starter; and ability to build relationships with clients.
- Proficient in MS Office and Adobe.
- Must be a US Citizen and CONUS-located.
Preferred Qualifications:
- B.A. or B.S. in any form of Environmental Science/Related field OR
Hazardous Materials Cleanup/Disposal.
- Operational understanding/environmental and disposal liabilities
experience is preferred.
- Experience leading cross-functional teams.
- Experience with DoD financial statement audit, internal control
testing or analysis, and coordinating with external auditors.
- Knowledge of Army financial management policies, systems, and
procedures.
- Knowledge of the Comprehensive Environmental Resource, Compensation,
and Liability Act (CERCLA), the Resource Conservation and Recovery
Act (RCRA), and other environmental policies.
- Specialized certification to include CPA, CGFM, CDFM, or other
equivalent.
- A working knowledge of the Environmental Database of Record.
