About the Job
We are seeking an experienced Escrow Manager to oversee our escrow operations and ensure efficient handling of escrow processes. The Escrow Manager supervises the functions of the Stock Transfer Department, which plays a critical role in managing the financial and legal processes related to the transfer of property ownership within the 16 Mutual Associations and Golden Rain Foundation. This includes in-person interactions, as well as electronic and phone communication, to facilitate effective service delivery. The Stock Transfer/Escrow Manager ensures a seamless property transfer process while maintaining the financial and operational integrity of the associations.
DUTIES AND RESPONSIBILITIES

- upervises, trains, and evaluates the performance of Stock Transfer personnel; interviews applicants for employment within the department.
- Ensures smooth handling of property sales, resales, refinances, or transfers within the Associations.
- Oversees the reparation of documents related to transfers of ownership of stock certificates; collects fees for transfers. Reviews all trust documents for legal content before transfers by trusts.
- Maintains a working knowledge of current Court Orders pertinent to transfers of stock ownership, disseminates information to related staff.
- Oversees the preparation and processing of documents related to transfer by escrow; collects escrow fees and processes escrow payout checks.
- Verify that property transfers comply with Association rules, regulations, and applicable state laws.
- Ensure buyers are informed of their responsibilities within the Association and receive the necessary documentation.
- Ensure the correct disclosure package is provided in compliance with state laws (e.g., California Civil Code Section 4525 for Associations in California).
- Answers inquiries relating to stock transfers from residents, family members, Escrow Officers, and Resales Office personnel.
- Coordinates resolutions for Stock Transfer issues with Mutual Presidents.
- Coordinates and processes problem resolutions with surviving family heirs, Powers of Attorney, Executors, Conservators, and Attorneys.
- Assists various county agencies (Public Administrator and Adult Protective Services, etc.) in relationship to the transfer of property.
- Must attend lawsuit-related hearings and depositions as Custodian of Records for Golden Rain Foundation and Mutual corporations.
- Coordinates the preparation and processing of all documents related to the Pet Registration Program.
- Develop and distribute various monthly reports of transfers, deaths, death certificate follow-up, escrows, pet registration, and service pass distribution.
- Performs duties of Member Records Coordinators when necessary.
- Understand escrow processes and Association-specific regulations.
- Provide exceptional customer service by effectively communicating with all stakeholders, including homeowners/shareholders, buyers, sellers, real estate agents, escrow officers, and title companies, to ensure clarity, resolve issues, and maintain positive relationships throughout the property transfer process..]
Knowledge, Skills, and Abilities
- Strong attention to detail to manage the legal and financial aspects of the escrow processes.
- Excellent communication and organizational skills for coordinating with multiple parties.
- Proficiency in association management software and escrow systems.
- Knowledge of local, state, and federal laws related to real estate transactions and association disclosures.
- Effectively supervise and coordinate a team of four or more employees.
- Ability to work with minimal supervision and uses time appropriate to work related duties.
- Maintain confidentiality, prioritize tasks, and demonstrate professionalism under pressure.
- Collaborate positively with co-workers, residents, and Board members.
Education and Experience
- High school diploma/GED required; bachelor’s degree preferred.
- 2-3 years’ experience in escrow operations.
- 3 years’ experience at a supervisory level or above.
Physical Abilities
- Frequent standing, walking, stooping, bending, reaching and handling.
- Ability to lift and carry up to 25 pounds.
- Ability to use a keyboard and repetitive hand motions.
- Ability to sit or stand for extended periods of time.
License and Certificates
- Valid California driver license and a satisfactory driving record are conditions of initial and continued employment.
- Notary Public Commission Preferred.
