About the Job
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The County of Riverside's Transportation Department is seeking qualified applicants for multiple Equipment Operator I vacancies, located throughout the County of Riverside, CA. The Equipment Operator I will operate heavy construction and maintenance equipment. The incumbent is responsible for performing a variety of maintenance and construction on county roadways and other duties as required.
The department desires candidates who possess:
- A Class A or B California Commercial Driver's license.
- Two years of experience in road construction and/or maintenance which includes operating heavy equipment. Minimum qualification is one year of experience.
- Experience operating a variety of heavy construction and maintenance equipment.
- Knowledge of spraying herbicides for weed control purposes.
The Equipment Operator I is distinguished from the Equipment Operator II classification by the latter's high degree of coordination and skill in manipulation of equipment operations. The Equipment Operator I is further distinguished from the Maintenance and Construction Worker classification by the former's need to perform skillful equipment operation as the primary duty.
MEET THE TEAM!
The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for six county departments. They are the Planning Department, Building & Safety Department , Transportation Department, Code Enforcement Department, Environmental Programs Department and the Administrative Services Department.
EXAMPLES OF ESSENTIAL DUTIES
• Operate a three-axle dump truck or other sized truck-type equipment in the construction, maintenance, and repair of public work facilities; operate dump truck to haul construction materials and recycled materials from landfill sites, supplies, and equipment; operate tank truck to spray water, oil and chemicals.
• Operate front end loader in spreading materials and loading trucks; operate roller in smoothing and compacting surfaces; operate other small tracked and/or wheeled motorized construction equipment (up to and including forklifts, backhoes, mowers and a D-6 sized dozer).
• Clean roads, channels, and other facilities of storm debris and damage; plow snow from roads; may be in charge on road patch and weed abatement trucks.
• Service and maintain equipment; may assist in performing light repairs.
• In a training capacity, operate other tracked and/or wheeled motorized construction and maintenance equipment that require a higher degree of coordination and skill in manipulation such as motor graders, large dozers (size D-7 and above),earthmoversor truck and trailer units including low bed for equipment transport.
MINIMUM QUALIFICATIONS
Experience: One year of experience in road construction and/or maintenance work which includes one year of operating heavy equipment.
Knowledge of:The tools, materials, and equipment commonly used in maintenance and construction work; the operation and maintenance of heavy gasoline and diesel powered trucks.
Ability to:Operate a heavy dump truck effectively and safely; perform a variety of skilled and semi-skilled maintenance and construction tasks; follow oral and written directions.
Physical Requirements: Must be able to lift, carry, push and pull up to 50 pounds in weight or more with assistance. The Equipment Operator I works outdoors and will be exposed to inclement weather conditions, landfill odors and insects.
License:Possession of a valid Class B California Driver's License minimum.
This position has been designated by the Department of Transportation (DOT) as safety-sensitive, applicants are required to complete a DOT mandated alcohol and drug-screening. (A positive test or refusal to test during the past two years will disqualify an applicant from consideration for County employment). Reference checks from former DOT regulated employers are also required.
Employees in safety-sensitive positions are subject to DOT alcohol/drug testing in the following situations: random, reasonable suspicion/cause, return-to-duty, and post-accident.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
