Overview
Under direction, performs as a team leader to coordinate the review, evaluation and compliance with federal, state and local environmental regulations that impact the District and support the District's compliance activities.
Essential Functions:
Industrial Pretreatment:
- Coordinates industrial discharge permitting activities and work of permit staff; coordinates inspections of industrial facilities and reviews work of inspection staff;
- Schedules compliance activities and assigns work to staff; conducts review of pretreatment data and ensures records are properly filed and maintained;
- Summarizes data and prepares reports for regulatory agencies;
- Administers the Enforcement Response Plan and requires industries comply with the District’s sewer use ordinance;
- Coordinates billing of industrial discharges and other associated fees;
- Utilize Pretreatment software applications and work with IT staff to maintain systems and make improvements;
- Develop and update SOPs and train staff on following procedures; reviews and evaluates federal and state clean water regulations that impact the District.
Additional Responsibilities: Assists with special projects; performs related work as required or as delegated by supervisor.

Qualifications
Training and Experience:
- Bachelor's degree from an accredited college or university with major coursework in Civil, Environmental, or Chemical Engineering, Environmental Science, or a related technical field
- Five years' experience in environmental compliance.
Desirable Knowledge Skills and Abilities:
- Experience with environmental certifications, such as Hazardous Materials Manager, Certified Environmental Auditor, Qualified Environmental Professional, and/or Registered Environmental Professional preferred.
- Thorough knowledge of environmental regulations and techniques of collecting, testing and evaluating waste discharges; thorough knowledge of environmental laws and regulations.
- Working knowledge of Environmental Management Systems (EMS).
- Proficient in the use of industrial pretreatment compliance software (e.g. iPACS; GovMobile, eCIS+, ArcGIS).
- Considerable skill in planning, organizing and directing the work of others; considerable skill in compiling data and preparing reports.
- Considerable skill in forming effective working relationships with industry representatives, government officials and District employees.
- Ability to express clearly and concisely in both oral and written form.
SPECIAL REQUIREMENT:
Must have a valid Driver's License issued by the state in which the employee resides.
Pursuant to MSD's "Substance Abuse Policy and Procedures," this position has been designated as safety sensitive and candidate must pass a Non-D.O.T. Drug Test for this position. Employees occupying this position are not subject to Federal (D.O.T.) Drug and Alcohol Testing Regulations.
