Job Description
The Environmental Services Officer II is responsible for assisting in the effective operations of the Environmental Control office.
Essential Functions:
- Trains and oversees the daily activities of subordinate Environmental Services Officers and assigned inmates; supervisory duties include instructing, assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel and resources; acting on employee problems and concerns; and recommending employee disciplinary actions.
- Receives incoming calls from the general public concerning complaints and requests. Input caller information into database, and dispatch the call to the assigned officer in the area.
- Processes calls and work orders for services such as, but not limited to, setting animal traps, picking up animals, animal cruelty investigations, and litter related requests.
- Issues animal and litter related citations to offenders, and prosecute cases in court.
- Receives and responds to FOIA requests.
- Reconciles and prepares deposits for the Treasurer’s Office for donations and collected adoption/reclaimed pet fees.
- Prepares and submits bi-weekly timesheets for payroll.
- Prepares the monthly on-call schedule.
- Assists in mosquito abatement program.
- Ensures that tools and equipment are in good working order.
- Assists in euthanasia of animals at the shelter.
- Keeps accurate records of euthanization drugs at time of use.
- Works with Magistrate office to obtain warrants for service.
- Issues citations/warrants.
- Makes Court appearances at Magistrate Court in response to issued citations.
- Works on-call on rotational basis.
- Interacts with a variety of individuals, vendors, law enforcement agencies, medical facilities, hospitals, county officials, attorneys, SC DHEC, and the general public.
- Documents all situations in system.
Non-Essential Functions:
- Attends trainings to stay current on regulations.
- Instructs the public on the importance of rabies vaccination, spray/nueter programs, and micro-chipping.
- In the absence of Environmental Services Manager, designate responsibilities of staff.
- Performs all other related duties as required.
Qualifications: Education and Work Experience
- Must be at least 21 years of age.
- Requires a high school diploma supplemented by two years of experience in environmental services, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
- Must obtain state certification as a Limited Duty Class 3 Basic Officer within four months of hire.
- State certification as a Limited Duty Class 3 Advanced Officer is preferred.
- Must possess or obtain a S.C. Category 8-Public Health Pest Control pesticide applicator license within one year of hire.
- Must obtain SCACCA Humane Euthanasia certification within six months of hire.
- Must have a valid driver’s license.

- Must be able to reach, bend, stoop, carry, move and lift 10 lb. objects regularly.
- Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
- The employee must have the ability to travel up to 5%.
