Program Manager (EPA Experience Required)
JVM is seeking a highly skilled and experienced Environmental Program Manager to join our team. The ideal candidate will possess extensive knowledge in engineering, scientific, and systems services, specifically within the Environmental Protection Agency (EPA) Region 6 (South Central), which serves Arkansas, Louisiana, New Mexico, Oklahoma, and Texas. This position will start as part-time with the potential to transition to full-time, depending on the growth of the contract.
Duties and Responsibilities:
- Team Management: Manage a team of engineers responsible for providing solutions to environmental issues. Ensure day-to-day performance and development of subordinate staff, serving as a true first-level manager.
- Policy Implementation: Implement policies and procedures related to air, water, and land systems, ensuring team adherence.
- Project Oversight: Oversee and manage environmental projects, ensuring compliance with EPA regulations and guidelines. Monitor project deliverables, timelines, and milestones to increase efficiency.
- Regulatory Compliance: Monitor the organization's compliance with federal, state, and local environmental legislation.
- Experimentation and Analysis: Oversee environmental experiments, analyze report findings, and review recommended corrective actions.
- Budget and Scheduling: Develop and implement project plans, schedules, and budgets, ensuring projects are completed on time and within budget.
- Team Coordination: Coordinate and lead multidisciplinary project teams, providing direction and support to ensure high-quality deliverables.
- Stakeholder Communication: Facilitate communication and collaboration with project stakeholders, including clients, team members, and regulatory agencies.
- Documentation: Prepare and review detailed project reports, permit applications, and other documentation. Ensure proper documentation and reporting of project activities.
- Field Work: Conduct field work as needed, including sample collection, site assessments, and field measurements.
- Data Analysis: Analyze project data, perform calculations, and develop conclusions and recommendations. Adapt and modify standard techniques, procedures, and criteria to meet project-specific requirements.
- Advisory Role: Serve as a key resource and advisor on program management and technical matters.
Qualifications:
- Bachelor's degree in engineering, science, or a related field.
- Minimum of 5 years of experience in program or project management, with a focus on EPA-related projects.
- Proven ability to manage complex projects with minimal supervision.
- Strong leadership, communication, and organizational skills.
- Proficiency in project management software and tools.
- Must be able to pass a background check.
Experience Preferred but Not Required:
- Field sampling and chain of custody procedures.
- Experience with air monitoring equipment and strategies.
- Knowledge of health and safety compliance and permitting assistance.
- Extensive experience in report writing and documentation.
- Understanding of environmental regulations and compliance requirements.
