MISSION / SUMMARY:
The Sr. Manager HSE (Environmental), is a key member of the Texarkana Paperboard Manufacturing Facility’s Leadership team and is responsible for leading the Environmental function at the Paperboard Manufacturing Facility, implementing strategic and operational plans to drive both short and long-term objectives, and provide world class expertise through demonstrated leadership. The position is responsible for managing the environmental aspects of the HSE Management System and related matters to safeguard the environment. This role reports directly to the Paperboard Manufacturing Facility Manager and engages other operations and functions as required. The Texarkana Environmental Manager supports the global HSE global vision, mission, overall goals and objectives and is the key liaison with HSE leadership.
The Sr. Manager will have history of sustained results, leadership, prioritization, coordination and consistent deployment of strategy, customer service and compliance are requirements for this position. Direct responsibilities include environmental regulatory compliance, community relations, agency and community interaction. The individual works cross functionally and develops relationships to achieve compliance, positive employee, and community relations, influences to create a positive HSE culture and drives results that achieve positive business performance. The individual will influence proactively in a dynamic work environment. Expected results focus on driving a proactive, sustainable, and continuously improving HSE management system, developing, and enhancing employee environmental knowledge, innovating transformation, and performing with excellence.
Key Responsibilities and Job Functions: Primary job functions include, but are not limited to the following:
- Managing the environment programs, budget and direction for the Texarkana Paperboard Manufacturing Facility
- Accountable for the Environmental budget and leading the environmental aspects of the HSE Management System to drive program maturity.
- Managing people, setting direction and deploying environmental resources in a union environment
- Developing plans and delivers results in a fast-changing business and regulatory environment by participating in Paperboard Manufacturing Facility Division Environmental initiatives to drive process improvements.
- Provides input to Paperboard Manufacturing Facility and departmental strategies
- Contributes directly to Paperboard Manufacturing Facility priorities and planning
- Drives compliance maturity with environmental regulations such as Clean Air Act (including Title V Air Program), Clean Water Act (including NPDES and Storm Water Programs), RCRA, TSCA, SARA, etc.
- Provide technical assistance on environmental compliance projects, auditing, and management systems.
- Plan and lead self-assessments to identify opportunities for improvement.
- Build solid working relationships with internal and external stakeholders including regulatory agencies.
- Has a community relations background.
- Interact with the Paperboard Manufacturing Facility personnel and management to communicate environmental requirements, identify compliance issues, and implement compliance requirements.
- Develop and provide training on key environmental issues, permitting and environmental requirements, and compliance.
- Develop and implement environmental guidelines and best practices.
- Manage regulatory reporting requirements, permitting processes, and response to regulatory activities, inspections, and citations.
- Investigate environmental incidents and develops recommendations to prevent future incidents.
- Maintain up-to-date, comprehensive knowledge of federal/state/local environmental laws, EPA regulations, and corporate policies.
- Align business operations and corporate objectives.
- Provides solutions to complex environmental issues serving as the Senior Environmental Leader.
- Collaborates with health and safety function to deliver a seamless HSE program
- Other duties as assigned.

Qualifications
Background:
- Minimum of a bachelor’s degree in environmental or related field
- Minimum 8+ years environmental experience
- 3+ years of leading people, large-scale construction projects, and managing budgets and resources
- Has strong environmental issue community relations experience.
- Certified Professional, desired
- Possesses broad technical expertise, business and industry knowledge, and process and people leadership capabilities.
- Paper manufacturing experience preferred, but if not heavy manufacturing would suffice.
Required Skills:
- Extensive knowledge with Microsoft programs (excel, word, PowerPoint)
- Familiarity with HSE data management system (i.e., Gensuite, Intelex, VelocityEHS, Enablon, ProcessMap, EHS Insight, Riskconnect)
