ENVIRONMENTAL ANALYST 2 - South Florida Water Management District

About the Job
This is an entry to second level environmental compliance regulatory position, responsible for post permit compliance and enforcement of both permitted and non-permitted sites. This position works closely with internal regulatory staff, interagency teams, and the regulated community to resolve issues related to Environmental Resource Permits (ERP), Surface Water Management (SWM) Permits, Southern Everglades Works of the District (WOD) Permits, Sovereign Submerged Lands (SSL) authorizations, Wetland Jurisdictional Determinations, and Water Use Permits (WUP) under minimal supervision in a teamwork-based and deadline-oriented environment.
The position is located in the Okeechobee Service Center and reports to the Environmental Compliance Section Leader. A remote work schedule may be available for this position after the initial 6 months, at the discretion of the Section Leader.
Job Duties:
• Conducts file reviews, field inspections, and aerial inspections via helicopter to ensure ERP, WUP and WOD Permits are maintaining compliance with ERP conditions or Consent Order requirements.
• Proceeds through the noncompliance and/or enforcement resolution process to ensure noncompliance issues are resolved in a timely manner.
• Summarizes inspection related findings and photo documentation and produces written compliance and enforcement reports.
• Investigates and addresses public inquiries.
• Adjusts planting plans, work schedules and other post-permit compliance and enforcement actions.
• Reviews wetland monitoring reports pertaining to ERPs, WUPs and enforcement cases.
Job Qualifications:
• Knowledge of wetland systems, soil science, ecosystems typical of South Florida, native and non-native flora and fauna, and basic knowledge of groundwater hydrology and groundwater/surface water interactions.
• Knowledge of wetland mitigation practices and wetland functional assessments such as the Uniform Mitigation Assessment Method (UMAM) are preferred.
• This position involves both internal and external project coordination. The ability to resolve environmental issues in a collaborative manner is required.
• Experience in the use of personal computers and programs including Microsoft Office, Adobe Acrobat, SharePoint 2013, Google Earth, and ArcGIS.
• Excellent written and oral communication skills and the ability to successfully negotiate.
• Experience in successfully communicating with other professionals, attorneys, developers, agriculturists, utility operators and other members of the public on technical, scientific or regulatory matters.
• Ability to prioritize, schedule and manage workload and time to meet deadlines.
• Ability to exercise independent judgment to the degree appropriate for the situation.
• Has some knowledge of District rules, as well as the intent and underlying philosophy of those rules.

o BS or MS in Biology, Environmental Science, Wetland Ecology, Natural Resource Management, or related field.
Certifications:
Valid Florida driver’s license required.

Certifications:
- Certified Wetland Evaluator (CWE), or the ability to receive in six months.

Physical Requirements/ Working Environment:
- Both office and field work are required for this position. Field work will be conducted throughout the year, including during inclement or harsh weather conditions. Frequent on and off-road vehicular travel to meetings and project locations to conduct site inspections. Monthly aircraft travel by helicopter is required to conduct surveillance.
- Able to lift at least 40 pounds.
- Due to the District's response role in emergency management, this position will be required to provide support before, during and/or after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on the assigned emergency response role.
